RedSky is seeking an experienced Program Manager responsible for the overarching management, execution, and performance of DISA's Records Management/Automatic Declassification program. Based at DISA Headquarters in Fort Meade, Maryland, this critical leadership role provides strategic oversight of all contract operations, ensuring rigorous compliance with federal records management, declassification, FOIA, and Privacy Act requirements. The Program Manager serves as the principal liaison between RedSky personnel and government leadership, leading a multidisciplinary, geographically dispersed team to ensure exceptional contract performance, robust quality control, and successful mission accomplishment.

Key Responsibilities
  • Serve as the primary point of contact for DISA leadership and Contracting Officer Representatives (CORs). Manage all facets of contract performance, including staffing, budgeting, reporting, risk mitigation, and quality assurance.
  • Lead, mentor, and oversee recruitment and training for a multidisciplinary team to include Declassification Analysts, FOIA Analysts, Records Managers, and Site Leads; operating across DISA Headquarters and the National Archives and Records Administration (NARA).
  • Direct complex declassification review activities compliant with Executive Order 13526 and DoD regulations, providing expert guidance on classification issues and equity referrals.
  • Oversee the processing of FOIA and Privacy Act requests, monitoring case management metrics and providing high-level guidance on FOIA exemptions, referrals, and complex disclosure matters.
  • Support critical organizational responses to litigation, congressional inquiries, and Inspector General requests.
  • Establish strong, collaborative relationships with DISA and NARA leadership while executing program management plans and preparing detailed monthly status reports, deliverables, and executive summaries.
Education and Experience Requirements
  • Bachelor's degree and 7 years of related professional experience (equivalent experience or additional years of experience may be explicitly substituted in lieu of the education requirement).
  • Demonstrated and proven experience leading multidisciplinary teams within a complex government or defense environment.
  • Deep working knowledge of Executive Order 13526, the federal classification/declassification process, records management, FOIA, and the Privacy Act.
Required Skills
  • Expertise in comprehensive performance management, workforce planning, and continuous process improvement methodologies.
  • Ability to successfully lead complex programs involving numerous stakeholders, resolving conflict and managing competing priorities efficiently.
  • Strong foundational understanding of national security information protocols, classification management, and public disclosure programs.
  • Exceptional organizational, documentation, and interpersonal communication skills, alongside strong analytical capabilities and an eye for critical details.
