Definition Under the general direction and supervision of the Land Management Officer or their designee, the Land Management Surveyor performs project management, survey, and administration functions for land projects involving selecting and applying accepted and standard project management, surveying and design practices associated with the location, title, acquisition, planning, design, site improvements, utilities, access, land use, conveyance, and other land management functions. The Land Management Surveyor is responsible for assisting with the acquisition, development, management and disposal of borough lands and resources. Additionally, this position will provide surveying needs and other professional aspects of land management and survey related work to the Land Management Division, Planning Department, and/or other borough departments as may be assigned. This position performs a variety of professional surveying and mapping duties in support of Borough administrative needs. This position does not include private surveying services.
Minimum QualificationsA Bachelor's degree in a course of study related to the occupational field or associate's degree in land surveying or geomatics. Current Professional Land Surveyor License in Alaska. May possess Land Surveyor License in another state with transferability to Alaska within 6 months of hire. Five (5) years of increasingly responsible experience in land title and/or natural resource management may be substituted for education requirements. Sufficient knowledge to understand and carry out the major duties of the position, and to be able to address detailed survey related questions and problems. Working knowledge of AutoCAD, Civil 3D, and ArcGIS software is highly desirable. Demonstrated experience by field note and drawing samples. Must have or obtain a valid driver's license issued by the State of Alaska to perform all job functions.
Essential FunctionsApplies Project Management principles and practices to any or all phases of the planning, survey, programming, design and implementation of a wide variety of major and minor land management projects.
Administers municipal entitlement title acquisition procedures including, but not limited to, obtaining State of Alaska survey instructions, implementing required survey contracts, filing for patent title, organizing survey and title records, and providing periodic reports as assigned.
Prepares various plans of survey, survey instructions, and implement surveys to professional standards for Land Management and KPB purposes through work in the office or field.
Produces control, boundary, subdivision, topographic, , design, site development, aerial mapping control, aeronautical surveys, as-built, right-of-way/easement, and encroachment surveys for department use.
Adopts internal standard survey procedures, specifications, and formatting for a variety of surveying or data products and develops information storage protocols.
Prepares solicitations, negotiates and administers contracts for various land management functions and other planning department purposes as assigned. Performs inspection and review of plans and contract specifications. Reports to the Land Management Officer, or designee, on project status and recommendations for issue resolution.
Reviews and contributes to applicable portions of legal instruments and project plans and provides administrative recommendations on location descriptions, plans, surveys, and specifications.
Prepares and presents survey and project related information, specifications, and reports to policy makers with supervisory oversight including the Borough Assembly, Planning Commission, other public officials, advisory committees and boards, and community councils.
Assists and cooperates with other staff to provide professional support and document preparation in the planning and implementation of various programs and projects and supervises assigned support staff, if any.
Develops strategies, leads and implements a cadastral ground control program in partnership with and support of KPB's GIS and data acquisition needs and to enhance survey control standards in the borough.
Other Functions:Serves as the Acting Land Management officer in their absence
Drafts contract and procurement related documents, manages contracts develops project reports and oversees projects work independently and assists in the oversight of these duties as performed by land management agents.

Physical Demands While performing the duties of this job, the employee is frequently required to communicate orally and to use hands and fingers dexterously to operate office equipment; regularly required to sit, stand, walk, and reach with hands and arms. The employee must occasionally transport up to 50 pounds, reach with hands and arms, and stand and walk (at times on uneven ground). This position requires the ability to access non-road accessible land during all times of the year using ATVs, snow-machines, snowshoes, boat, aircraft, etc. Specific vision abilities required include close vision and the ability to adjust focus.
