Full Job Description
Summary: The Construction Project Manager is responsible for planning, coordinating, and overseeing construction projects from initiation through completion. This position ensures projects are delivered safely, on schedule, within budget, and in accordance with quality standards, contract requirements, and applicable regulations. The Project Manager serves as the primary Chugachmiut/Owner Representative among architects, engineers, contractors, subcontractors, vendors, and stakeholders throughout the project lifecycle.
Major Responsibilities: • Develop and oversee Chugachmiut construction standards documents.[JS1.1]
• Manage all phases of construction projects, including planning, design coordination, procurement, construction, and closeout.
• Develop and maintain project schedules, budgets, and work plans.
• Serves as Owner Representative for all Chugachmiut construction projects.
• Coordinate activities of contractors, subcontractors, consultants, and project team members.
• Monitor project progress and ensure adherence to scope, schedule, budget, and quality standards.
• Review construction drawings, specifications, contracts, and project documents.
• Conduct regular site visits to monitor work quality, safety compliance, and project performance.
• Identify project risks and implement mitigation strategies.
• Manage project budgets, review invoices, approve payment applications, and track expenditures.
• Prepare and present project status reports to leadership and stakeholders.
• Facilitate project meetings and maintain accurate project records.
• Ensure compliance with applicable building codes, environmental regulations, and safety requirements.
• Negotiate and administer contracts, change orders, and project modifications.
• Coordinate project closeout activities, including inspections, punch lists, warranty documentation, and final acceptance.
• Coordinate project turnover from contractors to Chugachmiut staff, ensuring staff a oriented and trained for any new or updated spaces.
• Ensure proper O&M handoff to Chugachmiut maintenance staff and a preventative maintenance schedule is implemented.[JS2.1]
• Performs other duties as assigned or required.
Education Requirements: Qualifications:
• Bachelor's degree in Construction Management, Engineering, Architecture, Project Management, or a related field.
• Five (5) years of progressively responsible experience managing commercial, institutional, residential, infrastructure, or public construction projects.
• Demonstrated experience managing project budgets, schedules, and contractor performance.
• Knowledge of construction methods, materials, building systems, and project delivery methods.

Preferred Qualifications:
• Project Management Professional (PMP) certification.
• Certified Construction Manager (CCM) certification.
• Experience with public-sector, tribal, municipal, federal, or grant-funded construction projects.
• Experience with healthcare construction and accreditation.
• Experience with construction in remote Alaskan locations. [JS3.1]
• OSHA 30-Hour Construction Safety certification.

Physical Environment:

The following demands are representative of those that an employee must meet to perform the essential functions of this job successfully. The position requires the ability to sit for long periods, a normal range of hearing and eyesight, eye-hand coordination, and manual dexterity to operate office equipment such as a computer keyboard, photocopier, telephone, and calculator, and may require lifting approximately 30 pounds. Travel to remote locations by boat, snowmobile, ATV, or small plane is required, and employees must be willing and able to travel.

Hours of Work: The hours of work are Monday to Friday, 8:30 a.m. to 5:00 p.m., with a one-hour lunch break. Chugachmiut maintains a drug/alcohol and non-smoking work environment.
