Program Manager / Release Train Engineer (RTE) Telecom & GenAI Programs
Position Summary
We are seeking a seasoned Program Manager / Release Train Engineer (RTE) to lead strategic initiatives within the Chief Data Office (CDO) of a leading telecom organization. This role is critical to driving the successful execution of complex business and technology programs involving advanced analytics, network intelligence, and Generative AI (GenAI) capabilities.
The ideal candidate will possess strong program management expertise, telecom industry experience, and a proven ability to lead cross functional teams in delivering large scale transformation initiatives. The successful candidate will bring hands on experience leading GenAI and AI driven programs, working closely with business stakeholders, architects, product teams, and engineering organizations to deliver measurable business outcomes.
Location Requirement: This is a hybrid role requiring presence at the client office in Bedminster, NJ, 2 3 days per week, with the remainder of the work performed remotely.

Key Responsibilities
Program Leadership & Execution

. Lead the planning, execution, and delivery of strategic business and technology programs aligned with organizational priorities.
. Serve as the Program Manager and/or Release Train Engineer (RTE) for multiple Agile teams, ensuring alignment across business, product, data, and technology workstreams.
. Manage program scope, timelines, budgets, dependencies, risks, and deliverables across internal and external stakeholders.
. Drive execution of AI and Generative AI initiatives, including use cases involving intelligent automation, Large Language Models (LLMs), enterprise copilots, knowledge management, and advanced analytics.
. Ensure alignment of program objectives with network operations, customer experience, analytics, and emerging technologies such as 5G, Edge Computing, AI/ML, and GenAI.

GenAI Strategy & Delivery

. Partner with business leaders, architects, product owners, and engineering teams to identify, prioritize, and deliver GenAI use cases.
. Lead roadmap planning, governance, and execution of GenAI solutions leveraging enterprise platforms and cloud technologies.
. Support implementation of AI operating models that promote scalability, adoption, and business value realization.
. Track adoption, business outcomes, and performance metrics for GenAI initiatives.
. Stay current with emerging AI technologies, industry trends, and best practices.

Stakeholder Engagement

. Serve as the primary point of contact for executive sponsors, technical teams, and key business stakeholders.
. Facilitate collaboration across data, architecture, engineering, AI/ML, product, and business teams.
. Communicate program status, risks, dependencies, and strategic recommendations to senior leadership.

Risk & Issue Management

. Identify and mitigate program risks, delivery challenges, resource constraints, and operational dependencies.
. Maintain escalation paths and resolution plans for high impact issues.
. Proactively manage cross team dependencies and remove delivery impediments within Agile environments.

Performance & Reporting

. Define and track KPIs related to program milestones, GenAI adoption, delivery performance, and business outcomes.
. Deliver executive level reporting, dashboards, and status updates.
. Monitor program health, release progress, and value realization through Agile and program management metrics.

Qualifications
Education & Experience

. Bachelor's or Master's degree in Telecommunications, Information Systems, Computer Science, Engineering, Business, or a related field.
. 8+ years of program/project management experience, with at least 3 years in telecom, network centric, or technology transformation environments.
. 3+ years leading enterprise AI/ML or Generative AI initiatives.
. Experience serving as a Release Train Engineer (RTE), Program Manager, or equivalent leadership role within Agile organizations.
. Experience managing large scale, cross functional technology transformation programs.

Skills & Competencies

. Strong understanding of telecom ecosystems, including OSS/BSS, network operations, analytics platforms, and digital transformation initiatives.
. Demonstrated experience delivering GenAI solutions, including LLM based applications, AI copilots, retrieval augmented generation (RAG), intelligent automation, or enterprise AI platforms.
. Familiarity with AI governance, AI adoption frameworks, and enterprise AI delivery practices.
. Strong leadership, communication, facilitation, and executive stakeholder management skills.
. Experience with Agile, SAFe, Scrum, or hybrid delivery methodologies.
. PMP, PgMP, SAFe Agilist (SA), SAFe RTE, or equivalent certification preferred.
. Experience with Azure, AWS, or Google Cloud platforms is highly desirable.

Work Location

. Hybrid work model requiring 2 3 days per week onsite at the client's Bedminster, NJ office.
. Ability to work effectively with distributed teams and executive stakeholders.
. Occasional travel may be required based on program needs.

The determination of this range includes various factors not limited to skill set, level, experience, relevant training, and licensure and certifications. To support the ability to reward for merit based performance, CGI typically does not hire individuals at or near the top of the range for their role. Compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range for this role in the U.S. is $88,200.00 $125,500.00.
