Compensation: Competitive starting salary $88,800 - $112,800 commensurate with skills and experience, Full Pay Range: $88,800 - $136,700

Requirements
What We're Looking For:
The Program Manager - Residential position is responsible for program planning, contractor network management, procurement activities, budget oversight, performance management, stakeholder engagement, and achievement of participation and energy savings goals.
This role works closely with Energy Trust staff, utility partners, Program Management Contractors (PMC), Program Development Contractors (PDC), home assessment providers, trade allies, and community-based organizations to ensure customers receive high-quality assessments that connect them to energy efficiency opportunities. This individual reports to the Senior Program Manager - Residential
This position is expected to report to the Portland office quarterly at a minimum for all staff and other in-person meetings.
What You'll Do:
• Manage all aspects of the residential home assessment program, including planning programs, market research, contractor engagement, procurement activities, performance management, and continuous improvement initiatives.
• Lead planning and development of program delivery strategies that support Energy Trust's strategic objectives and utility partner goals.
• Ensure program design, marketing, implementation, and customer engagement activities are aligned with Energy Trust priorities and coordinated with Portland General Electric, Pacific Power, NW Natural, Cascade Natural Gas, and Avista.
• Develop and maintain strong relationships with home assessment providers, implementation contractors, trade allies, community-based organizations, and other key stakeholders.
• Monitor assessment quality, customer experience, referral activity, and program performance to identify opportunities for improvement.
• Ensure equity and community engagement principles are embedded in program design, implementation, and evaluation to reduce participation barriers and improve access for rural, underserved, and priority populations.
• Lead competitive procurement and contracting activities, including development of RFPs, scopes of work, bid evaluation, contract negotiations, and contractor selection.
• Manage complex contracts, budgets, deliverables, and contractor performance to ensure program goals are achieved.
• Analyze program participation, energy savings, budget performance, and customer experience metrics to support decision-making and continuous improvement.
• Coordinate with internal teams to ensure effective program operations, innovation, evaluation, reporting, and regulatory compliance.
• Prepare and present reports and recommendations to leadership, advisory groups, utility partners, and other stakeholders.
• Support program evaluations, strategic planning efforts, and organizational initiatives.
• Represent Energy Trust at industry meetings, conferences, public events, and stakeholder forums.
• Perform other job-related duties as assigned.
• Perform all functions of the job in a safe manner.
SUPERVISORY RESPONSIBILITY
This position directly manages the work and performance of external contractors and service providers.

What You'll Need:
• Bachelor's degree in engineering, science, economics, business, finance, architecture, environmental science, or a related field, or equivalent professional experience.
• Five or more years of experience managing energy efficiency programs, contractor networks, trade ally programs, or related initiatives.
• Experience managing residential energy efficiency programs, home energy assessment programs, or comparable customer-facing program delivery efforts.
• Experience developing participation agreements, quality assurance plans, risk assessments, and performance management processes.
• Experience working with home energy assessment providers and understanding assessment methodologies, quality assurance practices, customer reporting, contractor referrals, and homeowner engagement processes.
• Experience managing programs and project budgets ranging from $1 million to $5 million or greater.
• Experience leading competitive procurement processes, including development of RFPs, evaluation of responses, contractor selection, and contract negotiations.
• Experience managing contractors throughout the full contract lifecycle, including scope development, solicitation, contract execution, performance management, and closeout.
• Strong analytical, financial, writing, communication, facilitation, and presentation skills.
• Experience using program performance metrics and data analysis to evaluate participation, assessment quality, contractor performance, and energy savings outcomes.
• Strong organizational skills with the ability to manage multiple concurrent initiatives.
• Proficiency with Microsoft Office applications and SharePoint.
• Understanding of the utility regulatory environment and policy context affecting Energy Trust's work.
