Responsibilities

Program Manager

Position Overview

The Program Manager will provide overall management, direction, and oversight of all contractor and subcontractor personnel performing under the contract. This position serves as the primary interface between the Government and Contractor team, ensuring all requirements are executed in accordance with the Performance Work Statement (PWS). The selected candidate will be responsible for program execution, performance management, staffing oversight, financial monitoring, risk mitigation, and contract compliance. The Program Manager will leverage industry best practices and proven program management methodologies to track requirements, document activities, facilitate communication, and ensure continuous visibility into contract performance. This role requires the authority to make decisions on behalf of the contractor organization, proactively identify potential programmatic or resource issues, and provide effective solutions to ensure mission success.

Required Qualifications
  • Education: Bachelor's degree in Business Administration, Management, Information Technology, Engineering, or a related field.
  • Certifications: Project Management Professional (PMP) certification required.
  • Demonstrated success managing programs and projects of similar size, scope, and complexity within the last ten (10) years.
  • Experience within the last five (5) years determining, forecasting, and managing manpower requirements for projects of comparable scope involving diverse technical skill sets and labor categories.
  • Proven experience within the last five (5) years performing financial management, performance monitoring, and contract oversight activities. Experience supporting federal government, Department of War (DoW), Intelligence Community (IC), or other complex mission-focused environments. Strong background managing cross-functional teams, subcontractors, schedules, deliverables, risks, and customer relationships.

Preferred Qualifications
  • Experience managing large-scale federal services contracts. Experience supporting DoW or Intelligence Community organizations. Experience with earned value management (EVM), performance metrics, and program reporting. Strong knowledge of federal acquisition regulations, contract administration, and program governance processes. Master's degree in Program Management, Business Administration, Engineering, or a related field.

Key Responsibilities
  • Serve as the primary point of contact between the Government and Contractor organization for all contract-related matters.
  • Provide overall management, leadership, and oversight of contractor and subcontractor personnel performing under the contract.
  • Ensure all contract requirements are executed in accordance with the PWS, applicable regulations, and Government directives.
  • Develop, maintain, and implement program management processes, procedures, and performance tracking mechanisms.
  • Facilitate effective communication between Government stakeholders and project teams to ensure transparency and mission alignment.
  • Monitor program schedules, deliverables, staffing, risks, and performance to ensure successful contract execution.
  • Manage workforce planning activities, including staffing forecasts, resource allocation, and identification of skill requirements.
  • Oversee contract financial performance, including budget monitoring, funding utilization, cost controls, and resource planning.
  • Track and document program activities, milestones, metrics, and status reports using industry-standard project management methodologies.
  • Identify potential contractual, programmatic, staffing, or resource challenges and proactively communicate mitigation strategies to the Government.
  • Ensure the quality, efficiency, and effectiveness of contractor performance across all functional areas.
  • Support Government financial and business processes while ensuring compliance with all applicable contractual requirements.
  • Coordinate subcontractor performance and ensure alignment with program objectives and customer expectations.
  • Lead program reviews, status meetings, and performance assessments with Government stakeholders.
  • Exercise the authority to commit contractor resources and make program decisions necessary to support mission requirements.
