Role Summary

Rowan Digital Infrastructure is seeking a Pipeline Management, Program Manager (IC) to own early stage project governance, project controls, and reporting across the development portfolio. This role sits at the intersection of development origination, financial controls, and operational discipline, ensuring that opportunities are rigorously evaluated, consistently tracked, and advanced through the development lifecycle with clear accountability and data integrity.

The role combines project controls expertise with pipeline and portfolio management, supporting both near-term investment decisions and long-range strategic planning. The successful candidate will work closely with Site Development, Energy & Water, Permitting & Compliance, Economic Development & Governmental Affairs, Finance, and other cross-functional stakeholders to enable disciplined growth across Rowan's portfolio.

Travel: Ability to travel up to 30% for project site visits and company gatherings.

Location: Denver, CO or Seattle, WA (hybrid in-office role)

Compensation: $110-$130K (Offers Bonus)

Essential Responsibilities
  • Serve as project controls owner for early-stage data center opportunities, ensuring financial discipline, transparency, and alignment with Rowan project controls standards across the development portfolio
  • Create, maintain, and manage project budgets in Procore, including establishing cost baselines aligned to scope maturity and supporting structured budgeting exercises for lead-stage opportunities
  • Monitor cost assumptions and variances as opportunities mature, pulling historical cost data to support quarterly and annual reporting, trend analysis, and forward-looking financial planning
  • Own early-stage project management for Development-originated opportunities across Site Development, Energy & Water, and Economic Development & Governmental Affairs, ensuring opportunities are consistently logged, structured, and governed from initial lead through advancement into subsequent stages
  • Define, track, and enforce service-level agreements (SLAs) for due diligence activities during the Leads stage, driving cross-functional accountability, surfacing risks early, and ensuring readiness before lifecycle progression
  • Own lead-stage reporting, including the creation, monitoring, and continuous refinement of pipeline KPIs to support executive reporting, leadership reviews, and Investment Committee-adjacent discussions


Education, Skills, and Experience
  • Bachelor's degree in engineering, business, real estate, or related field
  • 5+ years of experience in one or more of the following areas: data center or network capacity planning, data center or network infrastructure program/project management, or related technical fields
  • Experience building and analyzing cost/benefit scenarios and business cases, and communicating results across the organization
  • Proven ability to lead cross-functional projects in fast-paced environments with high ambiguity
  • Strong analytical, communication, and stakeholder management skills
  • Experience with financial modeling, vendor management, and global supply chain strategies is a plus
