Job Description Summary
Position Summary:

The Program Manager, Payroll and Human Resources is the department’s sole practitioner and has primary responsibility of all day‑to‑day payroll and HR programs, serving as the department’s authoritative subject‑matter expert for faculty, staff, and students. This role exercises independent judgment and decision‑making authority in managing a bi‑weekly payroll for over 500 employees, ensuring compliance with UMD policies and procedures and various federal and state laws, resolving issues, improving operational efficiency, and maintaining data integrity. While the position reports to a Director, the Program Manager independently manages and administers the department’s payroll and HR programs, escalating only exceptional, precedent setting, or complex employee‑relations matters as appropriate.

The Program Manager is responsible for the end‑to‑end administration and continuous improvement of payroll, appointment, onboarding, and offboarding processes for faculty, staff, and graduate assistants. The role analyzes payroll and HR data, interprets and applies University policy, develops departmental procedures and resources, and serves as the primary liaison and departmental representative to central HR, Payroll, Benefits, the Graduate School, and partner units.

Physical Demands: Work is performed primarily in an office setting with prolonged periods of sitting at a desk and working on a computer. Substantial movements (motions) of the wrists, hands, and/or fingers for typing, data entry, and operating equipment. Exerting up to 10 pounds of force. Occasionally required to lift, carry, or move items weighing up to 15 pounds. The worker is required to have close visual acuity to perform an activity such as preparing and analyzing data and figures; viewing a computer terminal; extensive reading. Ability to traverse short/long distances on and off campus to attend meetings and events.

Minimum Qualifications

Education: Bachelor’s degree from an accredited college or university.

Experience: Three (3) years of professional human resources or payroll experience.

Other: Additional work experience as defined above may be substituted on a year for year basis for up to four (4) years of the required education.

Knowledge, Skills, Abilities:

Knowledge of payroll policies and procedures, and federal, state, and other applicable payroll related laws, rules, regulations, and ordinances.

Knowledge of human resources policies and procedures, and federal, state, and other applicable human resources related laws, rules, regulations, and ordinances.

Skill in the use of Microsoft Office and Google Suite products.

Skill in oral and written communication.

Ability to multitask and prioritize assignments.

Ability to analyze situations and determine the best recourse for response.

Ability to interpret and apply policies, procedures, regulations, and laws.
