Job Summary: Vertex HR, LLC is seeking an experienced Program Manager (PM) to lead performance of a contract supporting the Army National Guard's Guard Strength Enhancement Program (GSEP) and Transition Counselor Support Services. The GSEP supports the ARNG's mission to increase accessions in high-demand, low-density Military Occupational Specialties (MOS) by helping place Duty MOS-Qualified (DMOSQ) Soldiers and Prior Service Soldiers from the Individual Ready Reserve (IRR) into ARNG units nationwide, including OCONUS locations.
The PM serves as the single point of accountability for all aspects of program performance and compliance and is Vertex's designated authority for daily operational matters under the contract. The PM will oversee a distributed workforce of Reserve Component Career Counselors (RCCC) and Help Desk support personnel, ensure timely and compliant delivery of all contract products and deliverables, and serve as the primary interface with the Government client. This is a highly visible role requiring strong program management discipline, sound judgment, and the ability to proactively identify and resolve performance, staffing, and funding-related issues before they impact mission delivery.
Responsibilities include, but are not limited to:- Serve as Vertex's designated point of contact with full authority to act on all contractual matters relating to daily operations, in accordance with the PWS.
- Own overall responsibility for performance of the work and full compliance with all contract requirements.
- Review and approve all required products, reports, and deliverables prior to submission to the Government.
- Serve as primary point of contact for, and respond promptly to, questions and requests from the client.
- Continuously monitor contract execution to proactively identify performance problems, staffing gaps, or emerging risks.
- Oversee recruitment, staffing, and readiness of RCCC and Help Desk personnel supporting CONUS and OCONUS locations, including coordination of required Army 79-series MOS qualifications and RCT NCO course completion.
- Coordinate with Facility Security Officer (FSO) to ensure personnel security, background screening, and clearance processing timelines are managed proactively to avoid performance disruptions.
- Represent Vertex at post-award conferences, In-Process Reviews (IPRs), and other Government meetings as required.
- Foster a culture of exceptional customer service and responsiveness across the program team supporting Soldiers, ARNG units, and Government stakeholders.
Basic Qualifications:- Bachelor's degree from an accredited institution.
- Minimum of four (4) years of experience managing related recruiting programs.
- Strong analytical thinking and problem-solving skills, with demonstrated ability to identify issues and drive corrective action.
- Exceptional customer service skills and professional communication abilities, written and verbal.
- Ability to obtain and maintain any security clearance.
Preferred Qualifications:- Prior experience managing Army Reserve Component or ARNG recruiting, retention, or accession support programs (e.g., RCCC, GSEP, or similar initiatives).
- Familiarity with Army MOS structure, particularly high-demand, low-density MOS and Duty MOS Qualification (DMOSQ) processes.
- Demonstrated program management experience, including oversight of geographically dispersed personnel and multi-location service delivery.
- Experience managing Firm-Fixed-Price (FFP) non-personal services task orders under a Federal/DoD contract.
- Experience developing and managing CDRL deliverables (e.g., Status Reports, CCIRs, Quality Control Plans, Transition Plans) in a Government contracting environment.
- Prior military service or direct experience supporting Soldier transition, retention, or career counseling programs.
- Advanced degree in business, human resources, public administration, or a related field.
- Experience managing OCONUS program elements or coordinating Status of Forces Agreement (SOFA)-related requirements.
- PMP certification or equivalent program/project management credential.
