Position OverviewThe Program Manager leads delivery of the USTRANSCOM TRDM contract from Scott AFB, IL. The role serves as the primary point of contact for the Contracting Officer Representative (COR), facilitates the monthly Configuration Control Board (CCB), and is accountable for all PWS deliverables including the Weekly Activity Report (WAR), Monthly Cost/Status Report, semi-annual In-Progress Reviews, and the Transition-In and Transition-Out Plans. The PM manages a team of approximately 15 FTE across on-site and off-site locations.
Key Responsibilities- Serve as principal point of contact for the COR and PM on all technical and contractual matters
- Draft and maintain the Contract Management Plan; deliver per PWS schedule
- Lead weekly progress reviews and deliver verbal status updates
- Deliver Monthly Cost/Status Report and Resource Utilization Report by the 10th of each month
- Submit Weekly Activity Report (WAR) by 1200 every Wednesday
- Coordinate semi-annual In-Progress Reviews (IPR) and deliver IPR minutes within 5 business days
- Chair the monthly TRDM Configuration Control Board (CCB)
- Manage subcontractor performance (Paragon Technologies and others)
- Own the Transition-In Plan and Transition-Out Plan
- Maintain compliance with all PWS quality thresholds (95% deliverable compliance, 98% accuracy)
Required Qualifications- Active SECRET clearance (Tier 3)
- US Citizen, no dual citizenship
- Bachelor's degree
- PMP certification
- 8+ years federal IT program management
- Demonstrated experience managing $5M+ DoD IT services contracts
- Experience with FAR/DFARS, CCB, and configuration management
Preferred Qualifications- Master's degree
- CISM
- Prior USTRANSCOM, AMC, or DISA contract experience
- Active TS clearance
