Full Job Description
Position Summary:

Oasys is seeking a seasoned Program Manager to lead delivery of the U.S. Military Entrance Processing Command (USMEPCOM) ENLIST effort as the Task Order Program Manager (TOPM). This leader will be Oasys International's primary management representative to the AAS Contracting Officer's Representative (COR) and USMEPCOM Technical Point of Contact (TPOC), providing a clear, accountable interface for program execution, operational priorities, and technical delivery.

The Program Manager will own end-to-end performance of the Task Order and direct the integrated delivery of enterprise IT and mission support services. Responsibilities include establishing program controls and performance expectations, leading Oasys and subcontractor personnel, balancing staffing and delivery priorities, managing schedules and commitments, addressing performance challenges, and ensuring contractual obligations are met with disciplined execution.

We are looking for an accomplished Federal IT program leader who has successfully managed large, complex delivery organizations and can operate confidently with senior Government stakeholders. The ideal candidate combines executive presence, strong business judgment, disciplined program management, and the ability to build a collaborative, accountable team focused on USMEPCOM mission outcomes.

Primary Responsibilities:

  • Act as Oasys International's principal program interface to the AAS COR, USMEPCOM TPOC, and other Government leaders for operational, contractual, and technical coordination.
  • Own overall Task Order execution, including program leadership, administration, delivery integration, and accountability for results.
  • Build and maintain the management framework, operating procedures, quality controls, and performance standards used across the program.
  • Set program priorities, align staffing and schedules to mission demand, and direct day-to-day execution across workstreams.
  • Identify delivery or performance variances early, drive root-cause resolution, and implement corrective actions that protect service quality and customer commitments.
  • Lead Oasys personnel and integrate subcontractor teams into a unified delivery organization with clear roles, accountability, and communication paths.
  • Translate Oasys and customer priorities into clear direction for program personnel, team leads, and subcontractor partners.
  • Plan and execute complex enterprise IT and mission-support activities with limited Government oversight while maintaining transparency and proactive communication.
  • Use staffing, schedule, deliverable, quality, service, and operational metrics to assess program health and maintain contractual performance.
  • Maintain an active program risk posture by identifying emerging issues, assigning mitigation actions, and escalating matters that could affect mission or contract performance.
  • Develop and present concise executive briefings, program reviews, status reports, decision materials, and other documentation for Government and Oasys leadership.
  • Drive continuous improvement across program operations, customer service, workforce performance, and delivery processes.
  • Apply sound executive judgment and timely decision-making to balance mission priorities, contractual requirements, workforce needs, and customer expectations.


Skills/Qualifications:

  • Working knowledge of Federal IT program management, project management, governance, and service-delivery practices.
  • Strong understanding of operational planning, workforce and subcontractor management, quality management, performance measurement, and program controls.
  • Experience operating within Federal Government and Department of Defense contracting environments, including customer-facing program governance and contract performance expectations.
  • Proficiency with Microsoft Office and commonly used program management, scheduling, reporting, and collaboration platforms.
  • Strong analytical skills with the ability to synthesize program information, resolve complex problems, and support timely executive decisions.
  • Executive-level leadership skills with the ability to organize, motivate, and hold large delivery teams accountable for results.
  • Clear, confident written and verbal communication skills, including executive briefings and customer-facing presentations.
  • Demonstrated ability to build trusted relationships with Government customers, mission stakeholders, teammates, and corporate leadership.
  • Ability to lead multidisciplinary Oasys and subcontractor teams within an integrated program structure.
  • Strong resource planning, staffing, scheduling, prioritization, and program-control capabilities.

Education/Experience Requirements:

  • Bachelor's degree in business administration, Information Technology, Computer Science, Engineering, Program Management, or a related discipline is preferred.
  • At least seven (7) years of experience during the last ten (10) years serving as a Program Manager or Task Order Program Manager for Federal IT and/or mission-support delivery.
  • At least five (5) years of recent experience independently planning, directing, and executing complex IT programs, projects, or task-order activities with limited Government oversight.
  • Demonstrated success managing large Federal delivery organizations, including contractor staff, multiple subcontractors, staffing plans, schedules, quality controls, and overall contract performance. Strong preference for candidates who have led enterprise-scale contracts or task orders valued at $200M+ and managed geographically distributed teams and complex partner ecosystems.
  • Proven experience serving as a senior customer-facing leader and trusted management interface to Government executives, CORs, technical leaders, and other key stakeholders.
  • Demonstrated ability to lead multidisciplinary teams delivering services across complex Federal or Department of Defense IT environments.


Certifications Required:

Candidates must possess one of the following active certifications:

  • Project Management Institute (PMI) Project Management Professional (PMP); or
  • Project Management Institute (PMI) Program Management Professional (PgMP).


Certifications Required Within One Month of Employment:

  • DoDI 8570.01 Level I certification (or equivalent) or higher.
  • One or more infrastructure-related technology certifications.


Clearance Requirement

  • Must have an Active Secret Clearance


Work Location:

  • USMEPCOM Headquarters in North Chicago, Illinois - Hybrid
  • The role is expected to include regular on-site engagement, generally about one week per month, with additional on-site presence when mission events, leadership meetings, transition activities, or other program priorities require it.
