Full Job Description

Position Summary

The Program Manager serves as the single point of accountability for delivery across all task areas of the NICHD OIT Application and Website Support Services task order, including program/project planning, extramural policy liaison and IT support, application/website development and maintenance, Section 508 support, and any authorized surge work. The PM is the primary interface with the NICHD CIO and COR and is responsible for cost, schedule, risk, and quality across the full period of performance, including transition-in and transition-out.

Key Responsibilities
  • Own overall program management: cost, schedule, risk, and performance across Tasks 1-7 of the PWS.
  • Serve as primary liaison to the NICHD CIO and COR; support the OIT PMO and IT Steering Committee (ITSC) processes.
  • Develop and maintain required task order management deliverables, including the Program Management Plan, Transition Plans, Monthly Progress and Broken Links Reports, Annual and Final Reports, and project schedules.
  • Lead transition-in and transition-out activities, ensuring continuity of NICHD-maintained infrastructure, applications, and websites.
  • Oversee technical evaluation of program/project proposals, deliverable reviews, and quality assurance across the application/website development portfolio.
  • Manage staffing, subcontractor coordination, and labor category compliance, including the Surge Support (Task 5) request and modification process.
  • Ensure compliance with Federal acquisition, billing, and cost-control requirements, and with FISMA/Section 508 obligations across the task order.
  • Prepare and deliver monthly, quarterly, and ad hoc status reporting to NICHD leadership in required formats (PowerPoint, Excel, Word).

Required Qualifications
  • At least 10 years of management experience, including at least 4 years managing federal IT projects of similar size and scope.
  • Active PMI Project Management Professional (PMP) certification.
  • Extensive experience managing IT evaluations and developing/tracking schedule, cost, and risk for large-scale IT programs.
  • Demonstrated understanding of Federal Government policies, procedures, and fast-turnaround deadlines.
  • Experience with Federal contracting and billing processes, including cost control management.

Preferred Qualifications
  • Prior NIH or HHS program management experience.
  • Experience supporting a CIO organization or enterprise PMO/ITSC governance process.
  • Experience managing task orders involving application modernization, AI/ML, or cloud initiatives.
