Program ManagerPosition Description:Network Runners is seeking a Program Manager to support the U.S. Marshals Service, Office of The Director (Staff). The Program Manager shall provide management, administrative support services, and deliver products on an on-call basis to support USMS executive offices. Services require expertise across a broad range of judicial and law enforcement projects. This includes developing comprehensive presentation and training materials; composing and writing a wide range of correspondence; designing artistic communication and media materials; and coordinating nationwide budget and financial materials.
Specific Services: - Project Management
- Assess and research current status and future requirements.
- Develop and adhere to milestones, budget and timelines.
- Executive Communications
- Develop written materials that clearly present key issues, background considerations and potential implications.
- Structure content to support leadership decision making.
- Draft, edit and finalize speeches, talking points, remarks and executive correspondence.
- Tailor messaging for internal, external and public audiences.
- Incorporate relevant context, priorities and considerations to ensure materials support leadership intent and engagement objectives.
- Annual Reports and Official Publications
- Synthesize information from multiple sources, including data calls, program inputs and policy guidance.
- Present unique and complementary layouts, formats, charts and graphic work.
- Provide training tools created in print, electronic and video media.
- Provides executive stretch goals against USMS missions and objectives.
- Draft narrative content that conveys organizational performance, accomplishments and trends.
- Organize and present information in a manner that highlights key issues, risks, considerations and implications to support executive awareness and direction.
- Strategic Planning
- Draft and edit strategic plans, implementation plans, and supporting documents
- Translate executive direction into structured, actionable written content
- Ensure alignment with DOJ strategic goals and performance frameworks
- Award Recognition and Conference/Training Management
- Support planning and execution of executive-level engagements
- Draft award nominations, citations, and supporting narratives, ensuring submissions meet established criteria and reflect organizational priorities
- Develop agendas, read-ahead materials and executive briefings
- Assist with site selection research.
- Coordinate attendee registration and requests.
- Provide logistical and on-site conference management support.
- Provide support to speakers and guests.
- Prepare audiovisual and multimedia materials that are compliant with the Americans with Disabilities Act.
- Provide professional training and administrative services.
- Work directly with presenters to compose correspondence and create dynamic presentations.
- Develop and edit program descriptions, concept papers, and briefing materials
- Ensure clarity, consistency, and alignment with executive messaging
Required Qualifications: - Bachelor of Arts Degree in related field or equivalent experience.
- Ten years of specialized experience that is related to the duties described.
- Experience working with and collaborating with other agencies.
- Experience developing Strategic Plans and Project Plans.
- Experience working with complex senior executive leadership core qualifications and workplans.
- Knowledge of Federal Government regulations.
- Advanced knowledge of Microsoft Suite software.
- No security clearance, i.e. secret or top secret is required. However, a favorably adjudicated background investigation at the minimum level of a National Agency Check with Inquires (NACI) is required.
