Full Job Description
THOR Solutions is seeking an experienced Program Manager (Navy) to support the Southwest Regional Maintenance Center (SWRMC) Hull, Mechanical & Electrical (HM&E) Fleet Technical Assistance (FTA) contract in San Diego, CA. In this role, you will manage a waterfront team that provides direct engineering and technical support to the U.S. Navy Pacific Fleet, helping keep shipboard systems reliable and mission-ready.

Position Summary: The PM holds overall responsibility for the planning, direction, and successful execution of all support services delivered under the SWRMC HM&E FTA Support Services contract. The PM formulates, guides, and directs the technical and management approach; establishes and controls milestones, schedules, budgets, and costs; and serves as the single senior point of accountability to the Contracting Officer (KO) and Contracting Officer's Representative (COR) for performance, schedule, cost, and regulatory compliance across the full team of prime and subcontractor support personnel.

This position is contingent upon contract award, anticipated for February 2027.

Typical Responsibilities. This position's responsibilities include (but are not limited to):
  • Provide overall program leadership, defining organizational structure, short- and long-range plans, and technical direction across all task areas.
  • Establish and control technical milestones, schedules, budgets, and costs.
  • Supervise and manage all contractor and subcontractor personnel, setting daily work priorities and ensuring senior staff mentor junior team members for a large, geographically dispersed workforce.
  • Enforce company policies and maintain accurate timekeeping and work-assignment records.
  • Serve as the single primary point of contact between the Government and contractor personnel.
  • Manage Government interface and reporting: regular meetings with the COR and Engineering leadership, quarterly metrics presentations, and timely responsiveness to calls and emails.
  • Promptly notify the Government of any issues affecting contract performance.
  • Oversee business, contract, and subcontract management, including corrective action plans, proposal submittals, customer satisfaction, and ethical conduct.
  • Manage subcontractor integration while avoiding Organizational Conflicts of Interest (OCI) and coordinating required Government approvals.
  • Ensure efficient use of labor by matching personnel skills to tasks and using the minimum necessary labor hours and rates.

Primary Work Location: Full time onsite in San Diego, CA.

Anticipated Travel:
  • This position involves up to 10% travel, including travel to overseas/OCONUS locations, in accordance with Joint Travel Regulations (JTR).

Typical Physical Activity:
  • Primarily desk/computer work in an office environment, as well as managing/overseeing personnel working in an active waterfront/shipboard environment.
  • May involve: repetitive motion, talking, traversing shipboard environments (e.g., tight or confined spaces, ladders, hatches), or vision.

Typical Pay Range: The anticipated pay for this position in the identified location(s) is $125,000 - 140,000. Actual compensation offered will be based upon individual factors including education, qualifications, and experience.

Existing SECRET Security Clearance Required:This position requires an existing active or interim Secret security clearance prior to hire. Only U.S. citizens are eligible for a security clearance; therefore, only current U.S. citizens will be considered for this position.

Required Knowledge, Skills, and Abilities:
  • Bachelor's level degree in any technical or managerial discipline.
  • At least ten (10) years of professional experience in program/project management in a Navy or other DoD environment.
  • Project Management Professional (PMP) certification.
  • Proficient with common productivity software including the Microsoft Office suite.
  • Strong communications skills.

Additional Preferred Knowledge, Skills, and Abilities:
  • Ideal management experience will have been obtained overseeing major NAVSEA or Navy programs.
  • Knowledge of/prior experience with Navy Regional Maintenance Centers.
