If selected, you will serve as the Branch Chief and Program Manager for the Protected Tactical SATCOM Family of Systems, Enterprise Management & Control (EM&C) Branch. The successful candidate will lead efforts within the EM&C program, delivering "enterprise-aware" software capabilities essential for fighting SATCOM in a contested, degraded, and operationally limited (CDO) environment.
You will play a pivotal role in the Enterprise SATCOM Management and Control (ESC-MC) framework, replacing legacy stovepiped, highly manual, and error-prone tools with a cohesive, automated system that unifies military and commercial satellite networks. This is an enduring software program (Software Acquisition Pathway) that operates continuously in the Execution Phase and never enters traditional sustainment. You will spend your time actively mentoring a high-performing team, establishing the metrics that guarantee our success, and strategically balancing complex, multi-million/billion-dollar budgets. You won't just be working behind the scenes, you will be our partnering closely with the SPD to lead the division, shape critical outcomes, and frequently brief senior executives and general officers on program milestones. Ideal Candidate:
- Substantial experience in Acquisition Program Management within a Systems Program Office (SPO)
- Experience managing Contractor performance on warfighting system contracts through design, production, testing, and delivery phases
- Experience in acquisition strategy, incentivized contract vehicles, indefinite delivery indefinite quantity, other transaction authority, and pushing programs throughout the life cycle.
- Skilled at balancing organizational needs, evaluating resource requests, and establishing metrics to ensure compliance and effectiveness.
- Experience supervising personnel, including establishing employee contribution plans and conducting performance assessments.
- Proven ability to establish performance standards and improve overall organizational productivity and quality.
- If hired, you will be required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
Top qualities and characteristics - The position requires expertise in satellite communications knowledge. Deep familiarity with the DoD Software Acquisition Pathway (SWP) and managing enduring software programs that bypass traditional sustainment phases. Strong understanding of tactical SATCOM resource allocation, jamming mitigation, and the ESC-MC framework. Experience working directly with operational units (e.g., Space Delta 8) to translate warfighter needs into minimum viable products (MVPs). Ability to conceptualize and manage cloud-based architectures that fuse disparate data streams into a unified Common Operating Picture (COP). Enable planning of joint military & commercial systems as a single enterprise, reducing mission planning timelines from weeks to mere minutes/hours via Automated Resource Allocation (ARA).
Drive the integration of a cloud-based, resilient platform providing a fused Common Operating Picture (COP) for the sourcing and impact analysis of regional jamming. Manage the rapid Agile software development process, ensuring capabilities are released incrementally (SW Development -> MVP -> OT&E -> Trial Period -> OA). Partner directly with early users, including Space Delta 8 and the Wideband &
SATCOM Integrated Operations Division (SIOD), to define and refine requirements continuously. Oversee an innovative T&E strategy that supports quarterly Operational Assessments (OA) to keep pace with rapid capability deployment cycles. Highly skilled in delivering clear presentations on program status, resolving complex issues, and defending funding requirements. Capable of building strong, cross-functional relationships with supporting commands and external organizations. Extensive knowledge of acquisition policies and procedures; and understanding of the Planning, Programming, Budgeting, and Execution (PPBE) process. Assist the SPD and SPMs to plan, organize, direct, and coordinate activities of functional specialists including program management, engineering, cyber security, configuration management, testing, and financial personnel. Support SPD and SPMs overseeing performance of support Contractors and Federally Funded Research and Development Center (FFRDC) team members.

- May be required to work overtime on an unscheduled or emergency basis.
- Eligible for situational telework only, including Emergency and OPM prescribed "Unscheduled Telework".
- This position will close after 5 business days or 75 applications, whichever comes first.
- Employee may be required to perform travel by military or commercial passenger aircraft in the performance of temporary duty assignments.
- PCS / relocation funding is authorized.
- This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program.
- Subject to Temporary Duty Assignment (TDY): 30 days a year.
- Employee must within 30-days of assuming this position and by 31 October annually thereafter, file an OGE-450, "Confidential Financial Disclosure Report.
- This position has been designated as an acquisition position and is covered by the Acquisition Professional Development Program (APDP).
- Required to sign a non-disclosure statement.
- May be required to be part of a source selection team; during this time the employee may be removed from telework agreement or placed on a modified agreement.
