Description

The Navy Design Quality Control (QC) Program Manager reports to the Navy Business Line Leader and provides leadership for all design quality-related activities within the Burns & McDonnell Navy Business Line. This role is pivotal in promoting the Burns & McDonnell culture of quality while ensuring stringent compliance with U.S. Navy and Marine Corps client requirements. The DQCPM will work closely with project teams to develop and implement systematic activities that fulfill the specific design quality requirements for each Navy project, from initial planning through design and construction phases, including commissioning and project close-out.

Duties and Responsibilities
  • Manage the implementation and adaptation of Burns & McDonnell's Corporate Quality Program to meet the specific requirements of all Navy (primarily NAVFAC but may also include Naval Warfare Centers and other Navy commands) contracts and standards.
  • Serve as the primary authority for the interpretation and application of the Burns & McDonnell Corporate Quality Program and Navy-specific QC requirements on all Navy design projects.
  • Communicate Burns & McDonnell and Navy QC requirements to internal Navy project teams.
  • Provide direct and actionable feedback to design and construction teams to enhance the quality of final deliverables.
  • Oversee all Navy design QC efforts, including coordination of QC staffing for individual project reviews in collaboration with Project Managers.
  • Conduct audits of the Navy Design QC program to ensure compliance with both corporate and contractual standards, to include review of project-specific QC comments and incorporation of comments by the design team in subsequent submittals.
  • Schedule and oversee design constructability reviews to ensure designs are efficient, buildable, and meet client objectives.
  • Identify, train, and mentor qualified design QC reviewers and managers, ensuring they meet both Burns & McDonnell and Navy-stipulated requirements.
  • Manage nonconformance and correction tracking and recordkeeping for the Navy Business Line.
  • Develop Root Cause Analysis tools aligned with corporate systems and the Navy's Root Cause Analysis framework.
  • Develop and execute strategic plans for the Navy Design QC program in alignment with business line leadership goals.
  • Report on the performance of the Navy Design QC program, using newly developed or established metrics.
  • Advise project teams on the use of the corporate Quality Tracking System and other methods for recording and documenting quality reviews.
  • Coordinate with Aviation & Federal Global Practice Quality Assurance leadership and other quality leaders to ensure alignment and to leverage best practices.
  • Support diversity and inclusion initiatives.
  • Perform other duties as assigned.

Qualifications
  • Bachelor's degree in engineering, construction management, business or related degree from an accredited program and 10 years related consulting experience, preferably in the engineering or construction industry required.
  • Extensive experience in the design and quality control of Navy projects, covering planning, design, and construction phases, is highly preferred.
  • Professional Engineer (PE) or Registered Architect (RA) licenses preferred.
  • USACE/NAVFAC Construction Quality Management (CQM) for Contractors' certificate, or the ability to obtain it upon hiring is strongly preferred.
  • Expert knowledge of Navy design and construction quality control requirements, standards, and processes (e.g., Unified Facilities Criteria (UFCs), Unified Facilities Guide Specifications (UFGS), and Navy A-E standards) preferred.
  • Strong experience in client and business development.
  • Expert facilitation, collaboration, organization, and problem-solving skills.
  • Demonstrated success as to budget, savings and/or profit margins in completed projects.
  • Ability to thoughtfully and positively influence, lead and manage.
  • Must demonstrate excellent oral and written communication skills; strong interpersonal skills; and the ability to clearly and effectively present complex information to all levels of employees, management, and clients.
  • Expert knowledge of project management methodologies and tools including the use of Microsoft Project or equivalent.

Compensation

$135,000.00-380,000.00 Yearly

The expected compensation range for this position is displayed in compliance with all local/state regulations. The expected compensation range for this position is based on a number of factors, including but not limited to: individual education, qualifications, prior work experience and work location. The total annual compensation package will consist of a base salary and eligibility to participate in our discretionary year-end incentive bonus program.
