Summary

You will serve as a PROGRAM MANAGER in the U.S. Navy and Foreign Affairs Military Sales Boats and Craft Program Office (PMS 300)of DPAE Expeditionary & Mine Warfare of PEO UNMANNED AND SMALL COMBATANTS.

Duties

Help

• You will serve as the PAPM under the general direction of the Deputy Program Manager and Program Manager to plan, initiate and execute Boats acquisition, and life cycle management to disposal.
• You will formulate, develop and implement internal PMS 300 Boats policies, methods and procedures by which system development, production, fleet readiness and planning/business/financial and related projects will be pursued.
• You will develop overall Program Office Boats goals, objectives and requirements through participation with Sponsors, Project Offices and other NAVSEA/Navy elements.
• You will justify to all levels of Navy/DOD technical aspects, funding and methodology proposed for projects.
• You will develop milestones and schedules; execute all formal Planning, Programming, Budgeting System (PPBS), Fleet Modernization Program (FMP), and related budget and financial planning functions.
• You will initiate and maintain necessary coordination with OPNAV, Fleet Commands and others, in order to ensure that assigned acquisition and life cycle management projects are executed in a timely and effective.
• You will provide assigned personnel with near and long-term goals, objectives and specific project and task responsibilities.

• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics.
  
  You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
• This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition
  
  Functional Area and category assigned to the position is required within established category timeframes.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band, NH-03 (or GS-13 equivalent), in the federal service or equivalent experience in the private or public sector planning, initiating, and executing any or all phases of the acquisition life cycle (i.e., concept, refinement, technology development, system development and demonstration, production and deployment, operations and support, disposal) for a ship, submarine, carrier, ship system, or weapon system.
