Program Manager - MEPS Administrative Support

About the Position

DysTech is seeking an experienced Program Manager to lead a nationwide administrative-support program for the U.S. Army Recruiting Command. The Program Manager will provide overall leadership, oversight, and accountability for administrative support services delivered at 41 Military Entrance Processing Stations (MEPS) across the United States.

The Program Manager will serve as DysTech's primary point of contact for the Government and be responsible for staffing, operational performance, quality control, reporting, employee relations, and continuous service delivery. This position requires a highly organized, responsive leader who can manage a geographically dispersed workforce while ensuring timely, accurate support to the Army recruiting mission.

Responsibilities

Responsibilities include, but are not limited to:

  • Provide overall program leadership and accountability for nationwide MEPS administrative-support operations.
  • Serve as the primary contractor point of contact for the Contracting Officer, COR, and other Government stakeholders.
  • Lead, supervise, and support a geographically dispersed workforce of administrative personnel across 41 MEPS locations.
  • Develop and execute staffing, recruiting, onboarding, retention, and contingency-coverage strategies to maintain uninterrupted performance at every location.
  • Ensure vacancies are promptly reported, covered, and filled in accordance with contract requirements.
  • Establish, implement, and maintain a comprehensive Quality Control Plan; identify performance deficiencies, implement corrective actions, and prevent recurrence.
  • Monitor operational performance against contract standards, including applicant processing timeliness, data accuracy, quality-control requirements, and follow-up actions.
  • Ensure personnel comply with applicable Army, USAREC, MEPS, privacy, security, records-management, and information-assurance requirements.
  • Oversee employee onboarding, suitability screening, training completion, system-access requests, and compliance with required Government processes.
  • Prepare and submit required monthly activity reports, staffing updates, and other contract deliverables.
  • Conduct regular performance reviews, program meetings, and coordination with Government stakeholders to resolve operational issues and support continuous improvement.
  • Provide responsive communication, escalation management, and corporate coordination to ensure consistent, high-quality contract execution.
  • Support post-award conferences, program reviews, briefings, and meetings as required.
Qualifications
  • U.S. citizenship is required.
  • Minimum of 10 years of progressively responsible experience supporting Army or Department of Defense operations.
  • Demonstrated experience managing, staffing, overseeing, and successfully performing programs of similar scope, complexity, and mission relevance.
  • Experience supporting MEPS, military recruiting, personnel processing, administrative operations, or comparable Army mission-support functions strongly preferred.
  • Proven experience leading geographically dispersed teams and managing multiple work locations.
  • Strong knowledge of program management, workforce planning, recruiting, employee relations, quality control, performance reporting, and Government-contractor communication.
  • Excellent written and verbal communication skills, with the ability to communicate effectively with senior military, civilian, and contractor personnel.
  • Proficiency with Microsoft Office, including Word, Excel, Outlook, PowerPoint, and SharePoint.
  • Ability to successfully complete required suitability screening, background investigation, installation-access requirements, and Government system-access requirements.
