MSTS is seeking a candidate for the role of Program Manager I for the Global Communications (GC) Directorate. GC provides global communications (voice, video, data) on behalf of DOE/NNSA using mobile technology and deployment, including satellites. This position is located at the Remote Sensing Laboratory at Nellis Air Force Base, Las Vegas, NV (RSL-N).

Key Responsibilities
  • Grow and develop Other Government Agency (OGA) and Strategic Partnership Program (SPP) customer work for the Global Communications (GC) Directorate to include programming for the Remote Sensing Laboratory San Diego office.
  • Direct all phases of program for OGA and SPP customers for the GC with a value of <$50M annually (may be less based on complexity of scope, unique customer set, or visibility of program) from inception through completion.
  • Responsible for the cost, schedule and technical performance of company programs or subsystems of major programs.
  • Participate in the negotiation of contracts and contract changes.
  • Coordinate the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contracts.
  • Act as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance.
  • Promote project management best practices and continuous improvement.
  • Establish technologies using standard principles, theories, concepts, and techniques to provide solutions to a variety of technical problems.
  • Establish milestones and monitor adherence to master plans and schedules.
  • Identify program problems and obtains solutions, such as allocation of resources or changing contractual specifications.
  • Direct the work of employees assigned to the program from technical and/or administrative areas.
  • Participate in the Deployment Authorization Program (DAP) for emergency response and temporary duty location (TDY) for non-emergency response travel.
  • Serve as an emergency responder as job dictates.
  • Support national emergency response groups' emergency response drills, exercises and real-world events through on-call availability and travel via commercial and military aircraft when required.
  • Travel as a deployed member of national emergency response groups when required.


Qualifications

  • Bachelor's degree or equivalent training and experience, plus a minimum of 11 years of related and progressively responsible experience.
  • Desired working knowledge of Global Communications programs, Department of War programs, and NNSA mission.
  • Ability to communicate with mission partners at all levels in a tactful, professional, and effective manner while screening and maintaining confidentiality.
  • This position is located at the Remote Sensing Laboratory, Nellis (RSLN) on Nellis Air Force Base in Las Vegas, Nevada.
  • Work schedule for this position will either be 4/10s, 9/80, or 5/8s (per management discretion). Must be willing to perform on-call duty and ensure availability to work non-standard hours.
  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
  • Must possess a current driver's license


Annual salary range for this position is: $126,984.00 - $203,174.40.

Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
