Koniag Professional Services, LLC a Koniag Government Services company, is seeking a Program Manager to support KPS and our government customer in Washington, DC. The position is hybrid, requires 1 day onsite. This position requires the candidate to be able to obtain a Public Trust.

Koniag Professional Services, a Koniag Government Services company, is seeking a Program Manager to support the CRM, Integration, and Platform Services workforce. This role will support CRM case management, customer engagement, workflow automation, data integration, reporting, and governed platform delivery while helping the customer deliver secure, reliable, accessible, and maintainable digital services. The successful candidate will define target architecture, technical standards, platform roadmaps, integration patterns, and governance decisions and will work closely with government stakeholders, architects, engineers, product owners, cybersecurity, operations, and business users to convert requirements into mission-aligned platform capabilities.

The Program Manager will be responsible for leading and delivering complex, cross-functional technology programs that support the organization's strategic business objectives. This role provides program-level leadership across multiple projects platforms, ensuring initiatives are delivered on time, within budget, and in accordance with established quality, security, and governance standards. The Program Manager partners closely with business leaders, technology teams, vendors, and other stakeholders to define program objectives, establish priorities, manage dependencies and risks, and drive successful outcomes. The ideal candidate is a strategic thinker and strong people leader who can translate business needs into actionable technology programs while maintaining a strong focus on execution and continuous improvement.

Key Responsibilities:
  • Lead the planning, execution, and delivery of complex, enterprise-level IT programs involving multiple projects, teams, and stakeholders.
  • Develop program charters, roadmaps, schedules, budgets, resource plans, milestones, and success criteria.
  • Establish program governance, operating rhythms, reporting standards, and decision-making processes.
  • Manage program-level risks, issues, dependencies, assumptions, and change requests.
  • Partner with executive leadership and business stakeholders to establish priorities and ensure alignment with organizational strategy.
  • Coordinate cross-functional teams across applications, infrastructure, cybersecurity, data, cloud, architecture, and other technology functions.
  • Monitor program performance, including scope, schedule, budget, quality, resources, and key performance indicators.
  • Provide clear and concise status reporting to senior leadership, steering committees, and other stakeholders.
  • Identify opportunities to improve processes, technology capabilities, operational efficiency, and program delivery practices.
  • Manage relationships with third-party vendors, consultants, and technology partners as required.
  • Ensure programs adhere to organizational policies, IT governance, security requirements, compliance standards, and applicable regulatory requirements.
  • Facilitate executive-level decision-making by clearly communicating options, impacts, risks, and recommendations.
  • Lead organizational change and stakeholder adoption activities associated with major technology initiatives.
  • Drive lessons learned and continuous improvement across the IT program portfolio.


Desired Experience:
  • 7+ years of progressive experience in IT project, program, or portfolio management.
  • Demonstrated experience managing complex, enterprise-wide technology programs from initiation through implementation and transition to operations.
  • Experience managing multiple concurrent projects with significant cross-functional dependencies.
  • Experience working directly with senior executives and business leadership.
  • Experience with technology transformation, modernization, cloud, cybersecurity, infrastructure, applications, data, or enterprise systems initiatives.
  • Experience developing and managing program budgets, resource plans, schedules, and vendor relationships.
  • Experience establishing and operating program governance and steering committee structures.
  • Experience working in Agile, Waterfall, or hybrid delivery environments.
  • Experience managing organizational change and adoption for technology initiatives.
  • Experience in a matrixed organization with geographically distributed teams is preferred.
  • Experience with third-party technology vendors and system integrators is preferred.


Education:
  • Bachelor's degree in Information Technology, Computer Science, Business Administration, Project Management, or a related field required.
  • Master's degree in Business Administration, Information Technology, or a related discipline is preferred.
  • Agile certification such as Scrum Master, SAFe, or similar is a plus.

  • Strong understanding of IT governance, risk management, security, and compliance principles.
  • Ability to assess technology dependencies, impacts, and implementation risks.
  • Knowledge of federal security and compliance concepts including NIST controls, FISMA, FedRAMP-authorized services, audit evidence, and least privilege.


Tools & Methodologies:
  • Experience, exposure or understanding of cloud technologies, PaaS and SaaS, etc. in the Desired Experience or Tools and Technologies
  • Proficiency with project and program management tools such as Microsoft Project, Jira, Azure DevOps, Smartsheet, ServiceNow, or equivalent platforms.
  • Working knowledge of Agile, Scrum, Waterfall, and hybrid delivery methodologies.
  • Strong proficiency with Microsoft Office or comparable productivity and collaboration tools.
