Job Description

Enlighten is looking for a Portfolio/Senior Program Manager to provide leadership of a cloud big data program. The program requires knowledge of cloud computing technologies, program management concepts, IT systems operations, and agile software development. The PM will interface with the government contracting officer representative (COR) and the Enlighten management team. The PM performs day-to-day management of the program and develops long-term and strategic objectives to help ensure that end user requirements will be satisfied in future years of the contract. Work is a hybrid role with some on-site work with our customer. Will also have some occasional travel to customer sites as needed.

Essential Job Responsibilities

  • Assist in customer meetings, trade shows, conferences with public speaking on company capabilities.
  • Responsible for numerous aspects of the contract to include program execution, meeting or exceeding delivery objectives and milestones, and outstanding cost performance.
  • Responsible for formulating and enforcing work standards, developing and executing project schedules, reviewing work discrepancies, supervising personnel and communicating policies, procedures, and goals to team members.
  • Will work with the technical leads to oversee personnel and technical management of all tasks and will ensure that the full range of corporate resources is available to perform the required tasks.
  • Provides management oversight of all program personnel, both Enlighten and subcontractors, ensuring the highest quality of task completion and deliverables in accordance with the contract.
  • Performs horizontal integration planning, and interfaces frequently with other functional areas such as subcontracts, project control, and personnel security.
  • Ensures program deliverables and schedules are implemented in a timely manner; provides supervision, training, and direction to staff; and serves as the single point of contact for all customer issues or concerns.
  • Accountable for meeting contractual performance criteria and due dates during service delivery, and successful overall project completion.
  • Will build strong relationships with customers, in hopes that organic growth of work will expand this portfolio even further.
  • Additional duties as assigned.


Minimum Qualifications

  • Clearance Requirement: Must currently have and maintain an active Secret level U.S. Government Security Clearance; with the ability to obtain a TS/SCI is required; U.S. citizenship required.
  • 6 years of experience working with projects of similar scope, type and complexity and a Bachelors in related field; 4 years relevant progressive experience with Masters in related field; or High School Diploma or equivalent and 10 years relevant progressive experience.
  • Direct experience in managing multi-task contracts and subcontracts of various types and complexity including Firm Fixed Price (FFP).
  • Must have prior experience supporting technical contracts for DoW / DoD customers Prefer prior experience with the U.S. Air Force, U.S. Army, or U.S. Marine Corps.
  • Ability to work with technical experts like Software, System, and Platform Engineers to develop capabilities and support the customers needs.
  • Ability to engage with stakeholders, operators, and users to convey program and technical concepts, milestone progress, and schedules
  • Experience successfully hitting project milestones, maintaining a project schedule, providing documentation, etc.
  • Superb communication skills and strong public speaking skills.
  • Strong knowledge and understanding of the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS).
  • Must be able to work 3-4 days onsite between Enlighten Headquarters in Columbia, MD and customer site in Fort Meade, MD.
  • Must be willing and able to travel up to 20% of the time CONUS or OCONUS to visit with customers as needed.


Preferred Requirements

  • Current Clearances: Active Top Secret clearance is a strong plus.
  • Project Management Professional Certification (PMP) is highly desired.
  • Prior experience managing technical contracts and prior technical skills is a huge plus.
  • Prior experience or familiarity with Big Data Platforms or Data Lake architectures.
