Overview

Please note that this position is contingent upon the successful award of a contract currently under bid.

 

Summary:

The Program Manager is responsible for overseeing all operational, staffing, and administrative functions supporting the NIH Clinical Center Medical Support Assistant (MSA) services contract. This role serves as the primary liaison between the Contractor and the Government, ensuring contract compliance, adequate staffing coverage, high-quality customer service, and efficient support of the NIH Clinical Center’s patient care and clinical research mission. The Program Manager oversees recruitment, onboarding, employee performance, scheduling, reporting, and day-to-day contract operations in a healthcare environment.

Responsibilities

Essential Job Functions:

  • Manage daily operations of the NIH Clinical Center MSA services contract and ensure compliance with contract requirements, policies, and performance standards.
  • Serve as the primary point of contact for the Government COR, supervisors, and stakeholders regarding staffing, operational issues, and contract performance.
  • Oversee recruitment, hiring, onboarding, scheduling, and retention of qualified contract personnel.
  • Ensure continuous staffing coverage, including off-shift, weekend, holiday, and emergency coverage needs.
  • Supervise onsite supervisors and contract personnel to ensure duties are performed accurately, timely, and professionally.
  • Monitor employee performance, conduct evaluations, coordinate training, and implement corrective actions as needed.
  • Ensure accurate timekeeping, payroll approvals, staffing reports, and submission of required contract deliverables.
  • Maintain compliance with NIH policies, security requirements, mandatory vaccinations, confidentiality standards, and healthcare regulations.
  • Promote outstanding customer service and professional interactions with patients, visitors, physicians, nurses, and NIH staff.
  • Attend meetings with Government representatives and support continuous operational improvement initiatives.
Qualifications

Necessary Skills and Knowledge:

  • Strong understanding of healthcare administrative operations and staffing management.
  • Excellent customer service and interpersonal communication skills.
  • Ability to lead teams and manage employee performance effectively.
  • Knowledge of federal contracting requirements and workforce compliance standards.
  • Strong attention to detail and organizational skills.
  • Ability to maintain confidentiality and professionalism in sensitive healthcare environments.
  • Ability to analyze operational issues and implement effective solutions.
  • Strong written and verbal communication skills.

Minimum Qualifications:

  • Minimum of five (5) years of experience managing healthcare support operations, medical administrative services, or healthcare staffing contracts.
  • Minimum of three (3) years of supervisory or program management experience.

Preferred Qualifications:

  • Bachelor’s degree in Healthcare Administration, Business Administration, Public Administration, or related field preferred.

 

Pay and Benefits

The salary range for this position is $125,0000 to $135,000 annually.
