Full Job Description
Salary Range: $90-100K

Hours: Monday to Friday 7AM to 4PM

This individual lives at the intersection between management, customer, engineering and manufacturing. Manage and direct the daily execution of multiple programs within contract requirements to ensure that cost, schedules and performance goals are met. Lead all meetings and the integrated product team (kick-off through project close) that includes cross-department stakeholders including Sales, Manufacturing, QA, and Engineering. Interface, communicate and coordinate with internal and external customers on matters pertaining to existing contracts and bid and proposal activities relating to the existing contract, change-of-scope and possible "upsell" contract changes. Participate as a team leader in bid and proposal activities. Be responsible for assuring the on-time delivery performance of all contractual requirements, from product-based to documentation-based plus testing. Act as the primary POC between GMS and the customer, while recognizing that the GMS-Customer relationship is still owned by Sales. This position will function at a medium level of complexity and independence with the maximum cross-department communication and negotiation needed to assure GMS success on the program.

Essential Duties and Responsibilities
  • Manage and direct the daily execution of contract requirements to ensure that cost, schedules and performance goals are met
  • Lead all meetings and the integrated product team (kick-off through project close)
  • Interface, communicate and coordinate with internal and external customers on matters pertaining to existing contracts and bid and proposal activities
  • Participate as a team member or leader on bid and proposal activities. Ensure that the requirements of the request for proposal are met in the preparation and documentation of bids and proposals
  • Actively seek new business opportunities in coordination with Sales department and Business Development department
  • Represent management at program reviews, meetings, seminars, etc.
  • Prepare for and participate in contract/subcontract negotiations. While representing GMS's interests, ensure that all government regulatory guidance is adhered to
  • Develop and implement plans and schedules to execute contracts/subcontracts. Allocate and control contract budgets for labor, material, travel, and purchased services. Report program status to senior management on not less than a bi-weekly basis.
  • Formally identify, assess, monitor and mitigate risk throughout the program life cycle. Obtain management approval prior to making decisions that will cause deterioration of established program, cost, profit and schedule objectives
  • Develop and implement corrective action plans when deviations from budgets and/or schedules are evident. Seek senior management assistance in resolving schedule and budget problems as they arise.
  • Perform variance analyses of schedule and cost on a formal and informal basis and present them to senior management (e.g., earned value management system)
  • Serve as the primary interface with the customer on all matters involving contract execution. Coordinate with other departments on resolution of contractual problems with the customer. Coordinate with Contracts Administration on issues pertaining to contract requirements, changes, and interpretations.
  • Ensure that conduct of contract requirements is executed in accordance with appropriate regulations and Company policies and procedures (e.g., federal acquisition regulations)
  • May lead company's programs reviews in absence of C-Suite management
  • Responsible for indirectly managing engineering project team assigned to complex development
  • Provide leadership to program team. Ensure communication and cooperation among cross-departmental team members and resolve areas of conflict
  • Manage inventory effectively solely as pertaining to the program
  • Ensure a timely closeout of completed programs and that all obligations are satisfied and program documentation is properly recorded
  • May manage other junior program administrators
  • Develop and execute corrective action program strategies
  • Develop and understand principles of program planning (i.e. developing a Bill of Materials, Basis of Estimate, and Gantt chart)
  • Understand cash flow management principles (future requirement)
  • Support, communicate, reinforce and defend the mission, values and culture of the organization


Education and Experience
  • Bachelor's degree in engineering, business, or program management or demonstrated career success with equivalency
  • Minimum of 7 years of relevant experience in the defense, aerospace, or embedded electronics industry
  • Program Management preferred (i.e., PMP or DAU level 3)
  • Knowledge of program management tools and procedures
