About this Role
Job Overview: The Program Manager, Foundations leads and coordinates foundation design, procurement, and construction activities ensuring alignment with strategic program objectives while managing resources, budgets, timelines, and stakeholder communication across Summit Line, Quanta service lines, platform/OpU partners, subcontractors outside of Quanta, and material suppliers.
This is role will provide onsite support to projects throughout Nevada and Southern California. Up to 100% travel is required.
What You'll Do
Key Responsibilities:
Program Strategy & Planning:
• Develop the overall foundation program strategy and execution plan for high‑voltage transmission foundation projects, aligning with owner, Quanta leadership, and service line objectives.
• Understand key project requirements — design, procurement, permitting, and construction — and develop plans to meet or exceed them.
• Define success metrics and performance indicators to track program progress across design, procurement, and construction milestones.
• Develop, manage, and control program‑level budgets, forecasts, and monthly financial reporting for labor, materials, equipment, and subcontractors.
• Assist in development and review of environmental, cultural, archaeological, and biological constraints and associated TILOS schedule.
• Conduct periodic strategy reviews, adapting the program plan as scope, schedule, or client priorities evolve.
Project & Construction Oversight:
• Provide day‑to‑day oversight, leadership, and technical expertise across a portfolio of drilling, deep foundation, shallow/flatwork foundation, and heavy civil construction projects.
• Develop project execution plans, including safety plans, schedules, cost codes, document control plans, and staffing strategies.
• Monitor progress against design, procurement, permit, and construction milestones, identifying and resolving issues as they arise.
• Assist with project handoff from estimating through field execution and closeout.
• Support project managers and foundation management teams by providing guidance and removing obstacles that impact timelines.
Safety & Quality Leadership:
• Demonstrate safety leadership by implementing and enforcing the Quanta safety management system across all foundation program activities.
• Demonstrate quality leadership by implementing the Quanta quality management program.
• Promote proactive safety practices, conduct observations, correct unsafe conditions, and monitor safety metrics to drive continuous improvement.
• Ensure adherence to applicable codes, permits, and contract specifications throughout design and construction.
Stakeholder & Client Engagement:
• Interface and collaborate with key project stakeholders, including the owner, Quanta leadership, service line leads, and platform/OpU partners.
• Serve as a primary point of contact for clients, utilities, and internal stakeholders on foundation program matters.
• Lead coordination meetings with field leadership, subcontractors, engineers, and customers.
• Communicate program status, risks, and opportunities clearly to leadership and stakeholders through regular reporting.
• Represent the foundation program to senior leadership, advocating for resources and alignment with organizational priorities.
Financial Management, Risk & Team Development:
• Lead and advocate for foundation scope development, with support from service line leads and the program team.
• Develop, pursue, and implement value‑added strategies to reduce program cost and risk while increasing construction effectiveness.
• Oversee change order pricing, tracking, and negotiation resulting from design changes, RFIs, or scope revisions; manage billing and customer invoicing.
• Develop the foundation program org chart and lead recruitment efforts to build out the team.
• Resolve unique and complex challenges throughout the project development and execution continuum, empowering project partners to solve challenges collaboratively.
What You'll Bring
Qualifications:
• Education: Bachelor's or Associate's degree in Construction Management, Civil/Construction Engineering, or a related field, or equivalent experience.
• Experience: 8+ years of progressive program/project management experience in drilling, deep foundations, heavy civil, or high‑voltage utility/transmission construction, with a demonstrated track record on complex, multi‑project, linear construction programs.
• Skills: Extensive program management skills; ability to analyze complex information including foundation design methodology and schedule constraints, formulate decisions, distill issues to their essence, and communicate effectively both verbally and in writing; strong leadership, organizational, and problem‑solving abilities.
• Technical Proficiency: Knowledge of geotechnical engineering/foundation design, ready mix concrete materials, batching, and placement; program financial reporting, budgeting, and forecasting; proficient in Microsoft Office (especially Excel) and construction ERP/project management software (e.g., CMiC, Procore); ability to read and interpret plans, specifications, contracts, and building codes.
• Certification: PMP or a similar project management certification preferred
• Travel: Ability and willingness to travel extensively to project sites along the McCullough–Victorville corridor and throughout the Southern Nevada / Southern California project region (up to 100%).
• Compliance: Must successfully pass mandatory drug and alcohol screenings and a criminal background check
