Program Manager - Financial Management Systems (iFAMS / Momentum)

Salary: $150,000 - $180,000 Annually (Based on Experience and Technical Interview)

Position Overview

Fathom Management, Inc. is seeking an experienced Program Manager to lead a large-scale Financial Management System modernization effort supporting the Financial Management Business Transformation (FMBT) Program. This role will be responsible for overall contract performance, quality, staffing, schedule, budget, and delivery of interface and data conversion activities supporting multiple iFAMS implementation waves.

The ideal candidate will possess extensive experience leading Momentum Financials implementations at Cabinet-Level Federal Agencies and managing large, complex programs consisting of multidisciplinary teams. This individual will serve as the primary point of contact for program execution and work closely with leadership, Systems Integrator (SI) teams, and program stakeholders to ensure successful delivery.
Key Responsibilities
  • Provide overall leadership, management, and oversight of contract performance, quality, schedule, staffing, and cost.
  • Lead teams responsible for interface design, development, testing, data conversion, and implementation activities.
  • Manage program resources and staffing to ensure successful delivery of contract requirements.
  • Collaborate closely with the FMBT Program Office and Systems Integrator (SI) teams.
  • Oversee Momentum Financials and Acquisition implementation activities across multiple deployment waves.
  • Support business process analysis, requirements development, solution architecture, and implementation planning.
  • Monitor program risks, issues, dependencies, and mitigation strategies.
  • Conduct regular status reviews and provide progress reports to FMBT Interface and Conversion Leads.
  • Provide weekly program updates supporting FMBT executive status meetings.
  • Ensure compliance with Agile delivery methodologies and Process Improvement (VIP) framework.
  • Coordinate interface and data conversion activities to ensure alignment with overall implementation objectives.
  • Support federal government-mandated initiatives and modernization efforts.
Required Qualifications
  • Bachelor's Degree in Business Administration, Information Systems, Computer Science, Finance, Accounting, or related field.
  • Minimum 15 years of Financial Management Systems industry experience.
  • Minimum 10 years serving as a Program Manager on large-scale programs consisting of 50 or more team members.
  • Minimum 10 years managing Momentum Financials implementation programs.
  • Minimum 2 years managing Agile projects and delivery teams.
  • Experience managing enterprise-wide ERP or Financial Management System modernization initiatives.
  • Strong knowledge of:

    • Risk Management
    • Systems Implementation Lifecycle
  • Experience managing multidisciplinary teams across technical, functional, and business workstreams.
