Summary

This position is located in the Air Traffic Organization (ATO), Technical Training, Advanced Training Support (AJV-T400). This Directorate delivers high-quality technical training that strengthens the safety and security of the NAS and our nations borders through innovative, data-driven solutions to build and maintain a certified and mission-ready operations workforce from hire to retire.

This position will have lead program management responsibility for managing multiple large, high visibility programs. In this role, the individual will have responsibility for coordinating with managers on the allocation of resources to support the organization programs. This position is responsible for the development, preparation and maintenance of project/program deliverables. This position will also have responsibility for coordinating program objectives with the management team, employees and customers on strategies to support the customer through the application of advanced concepts in training, acquisition, software development/ procurement, hardware development/procurement, engineering and applications. The Program Manager communicates regularly with the management team on the budget, schedule, and quality of products and services delivered within the programs managed.

The incumbent works closely with Division Management and/or management team members in the development, implementation, and administration of policies, systems, and key management tools needed to manage and control national and Mike Monroney Aeronautical Center (MMAC) level programs. This position will provide leadership for highly complex and challenging activities under the minimal direction of a manager or executive. Will act as a principal specialist to develop new and innovative approaches, methodologies, and/or techniques. This position will be responsible for providing leadership in the establishment of a budget (Less than $2M) and agreements to support his/her program. S/He will also have responsibility for working with other employees to closely monitor the spending against the budget and make recommendations to the customer or organization about how to reallocate funding and resources.

Applies experience and expert knowledge that are applicable to his or her discipline to conduct functional activities for projects/ programs that often require the development of new and innovative approaches. Identifies and resolves challenging problems or issues that often cross organizational boundaries and impact on the accomplishment of strategic objectives. Assignments include: providing guidance to less-experienced professionals; leading large project/program teams; planning and organizing, setting priorities, and developing, evaluating and executing program/project plans; defining and developing internal policies and procedures; predicting potential issues and proposing preventive actions.

Applies knowledge of FAA and policies and objectives to identify, define, and organize resources for large projects/programs/ work activities. Collaborates with managers to acquire and allocate resources to accomplish activities within established schedules and budgetary requirements. Contacts are internal and external. Works with a team of employee to achieve objectives and overall business results. Often represents the major subdivision and LOB/SO as a principal point of contact to provide advice and guidance on the applications of policies and procedures. Formulates and recommends to senior management positions on major projects/ policies/issues. Prepares, reviews, and recommends approvals of major reports on projects, programs and other work activities for internal and external distribution. Develops briefings to convey strategic vision and/or organizational policies to internal and external audiences.

Broad policies and objectives provide general guidance for addressing issues but often require the development of new approaches. Often asked to develop new policies, procedures, and approaches that take into consideration FAA policies, Government-wide rules and regulations, and external concerns. May create new solutions and policy interpretations as situations require. Briefs senior management routinely regarding program status, costs, and schedule.

Qualifications

To qualify for this position at the FV-J (FG/GS-14) level, you must demonstrate in your application that you possess at least one (1) year of specialized experience equivalent to the next lower level, FV-I (FG/GS-13). Specialized experienceis experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.

Specialized Experience: Experience coordinating program objectives with Management Officials, employees, and customers on strategies to support customer requirements through advanced concepts in software development/ procurement, hardware development/procurement, engineering and/or its applications; Creating new solutions and policy interpretations as situations require; briefing management regarding program status, costs, and scheduling issues; Monitoring spending against budget and recommending alternatives related to reallocation of funds or resources; Providing guidance and instruction to address complex issues across multiple projects, programs, and/or functional areas; Collaborating with managers to acquire and allocate resources to complete activities within established schedules and budgetary requirements.

AND

Quality Ranking Factor (QRF): Well-qualified candidates must possess demonstrated experience in at least 1 of the following : Program Management experience related to cost, schedule and performance which may be documented by possession of a project management certification (e.g. CAPM®, PMP®, Pg MP, PMI-SP®, PM-RMP®) or project/program management certifications through other federal agencies (e.g. FAA P/PM,FAC P/PM, DAWIA). AND Experience collaborating with others and leading teams who have achieved documented, quantifiable and significant improvements in current and new programs.
