PROGRAM MANAGER (Domestic Violence)

CHICAGO POLICE DEPARTMENT

Victim Services - Domestic Violence Program

Number of Vacancies: 1

(Additional vacancies possible pending budget approval)

Starting Salary: $89,112.00 annually

Under direction, the class manages the operational and administrative functions of a public service program of considerable size and scope. Positions allocated to this classification are responsible for program management responsibilities that span across multiple occupational and functional areas; and performs related duties as required.

ESSENTIAL DUTIES

  • Provide intentional supervision and leadership to a team of Victim Specialists, ensuring consistent case follow-up, guidance, accountability, and trauma-informed service delivery across districts.
  • Oversee and support day-to-day victim service operations, including case consultation, crisis response coordination, and service alignment with Department policies and confidentiality standards.
  • Lead weekly supervision and coaching practices that support staff development, critical thinking, and professional growth.
  • Identify emerging gaps or operational barriers and contribute to the development of policies, procedures, and programmatic improvements that strengthen survivor-centered responses.
  • Maintain strong working relationships with sworn personnel, community partners, and internal stakeholders to support coordinated responses.
  • Support data tracking, reporting expectations, and quality assurance practices to ensure program accountability and informed decision-making.
  • Assist the Assistant Director with special initiatives, program implementation efforts, and organizational priorities as identified.

Qualifications

MINIMUM QUALIFICATIONS

Education, Training, and Experience
• Nine (9) years of work experience in the planning, implementation, or administration of programs or projects, OR
• Graduation from an accredited college with an associate's degree, in a field related to the responsibilities of the position, plus seven (7) years of experience in the planning, implementation or administration of programs or projects OR
• Graduation from an accredited college or university with a bachelor's degree, in a field related to the responsibilities of the position, plus five (5) years of work experience in the planning, implementation or administration of programs or projects, OR
• Graduation from an accredited college or university with a master's degree or higher, in a field related to the responsibilities of the position, plus four (4) years of experience in the planning, implementation or administration of programs or projects
