Program Manager (Remote)

Citizenship / Investigation: U.S. citizenship required. Interim or Final Tier 1 (T1/NACI) required.

Position Description:
Network Runners is seeking a Program Manager (Remote) to support the DISA Telecommunications Service Support Team (TSST). The Program Manager (PM) is the senior contract leader responsible for overall TSST performance, workforce readiness, quality, schedule, risk, customer interface, and integration of all PWS tasks. The PM serves as the focal point for the DISA/DITCO Transition PMO and ensures that inventory validation, transition ordering, customer support, project engineering, cybersecurity planning, project plans, risk management, GFP accountability, security administration, and CDRL delivery operate as one coordinated program. The PM also provides direct technical/operational support to the DoD Transition PM when requested, including progress briefings, management analysis, and executive-level reporting.

Proximity to Scott Air Force Base, just east of Belleville, Illinois is preferred.

Duties & Responsibilities:
  • Direct overall contract performance and integrate tasks across management, data/inventory, ordering, engineering, cybersecurity, planning, and risk management.
  • Serve as primary management interface with the COR, DoD Transition PM/Deputy PM, DITCO Transition PMO, and other Government stakeholders.
  • Establish and maintain enterprise management controls for staffing, work distribution, quality assurance, progress/status reporting, program reviews, documentation, and issue escalation.
  • Maintain Day-1 operational readiness and uninterrupted staffing; manage vacancies, replacement personnel, onboarding, training, CAC/NIPR access, and Tier 1 investigation readiness.
  • Lead preparation and review of the Monthly Progress Report, meeting records/presentations, transition plans, risk register, lessons learned, QASP inputs, and other management deliverables.
  • Oversee the transition master schedule and ensure dependencies among inventory validation, order writing, customer approvals, provisioning, installation/cutover, and disconnect actions are actively managed.
  • Chair internal performance reviews using workload, aging, order quality, database accuracy, milestone, risk, and customer-issue metrics; initiate corrective actions before mission dates are affected.
  • Ensure contractor processes protect DoD information and comply with applicable DISA security, CUI, NDA, training, GFP, and cyber requirements.
  • Coordinate transition-in during the first month of the Base Period and ensure all Key Personnel are functional on Day 1.
  • Plan transition-out with the Mission Partner and Government at least 120 days before contract completion and preserve continuity of operations.

Minimum Qualifications / Requirements:
  • Bachelor's degree in business, engineering, information technology, telecommunications, program management, or a related discipline; education/experience must satisfy the mapped NRI GSA MAS labor category.
  • 10+ years of progressively responsible program/project management experience, including leadership of federal/DoD service-delivery or telecommunications/IT programs.
  • Demonstrated experience managing FFP performance, staffing, schedules, quality, risks, deliverables, and customer communications across multiple concurrent workstreams.
  • Experience leading technical and non-technical teams supporting network/telecommunications, service transition, acquisition support, or enterprise IT operations.
  • Strong executive briefing, written communication, issue-resolution, and stakeholder-management skills.
  • Ability to manage sensitive Government information and meet DISA Tier 1/CAC/NIPR access requirements by contract start.

Preferred Qualifications:
  • PMP or equivalent project/program management certification.
  • Prior DISA, DITCO, GSA EIS, NETWORX/WITS, telecom provisioning, or DoD network-transition experience.
  • Experience with GSA MAS task orders, QASP/quality management, risk registers, CDRLs, and Government property accountability.
  • Working knowledge of ITIL/continuous improvement and telecommunications service lifecycle management.
