Full Job Description
Position Overview: This position is as a Program Manager / Task Order Lead. The Program Manager serves as KSA's single point of contact (POC) for all contract execution under the Program Management Support task order and is the sole interface with the Contracting Officer's Representative (COR). This individual owns full accountability for cost, schedule, and performance across all contract deliverables, leading a team of professionals delivering acquisition policy, program documentation, financial management, SAFe agile support, and AI/ML-integrated PMO services to a program office at Stafford, VA.

Job Type: Full-time/Exempt

Clearance: Secret (TS/SCI eligible preferred)

Location: On-Site, Stafford, VA

Anticipated Start Date: September 2026

Position Responsibilities:
  • Serve as contractual POC and sole COR interface for all task order execution
  • Prepare and deliver monthly status reports covering deliverables, financial execution, staffing, and risk
  • Attend and participate in Government-led Quarterly Performance Reviews
  • Facilitate SAFe Program Increment (PI) planning events and ART-level coordination
  • Provide agile coaching to government teams transitioning from traditional acquisition processes
  • Coordinate across all Product Owner areas and agile teams
  • Anticipate requirements, surface emerging risks, and drive the PMO forward without waiting for direction
  • Ensure all contract data requirements lists (CDRLs) are delivered on time and to standard
  • Maintain the Risk, Issues, and Opportunities (RIO) database with weekly reviews and 24-hour COR escalation for above-threshold items
  • Interface with leadership, APM-Contracts, and servicing organizations


Requirements

  • 15+ years of DoW acquisition program management experience
  • PMP certification (current) or DAWIA Program Management Level III certification (or equivalent under new BACK-S framework)
  • SAFe Agilist (SA) or SAFe Program Consultant (SPC) certification
  • Active Secret clearance (TS/SCI preferred)
  • Prior experience supporting USMC acquisition program offices, preferably within PEO Land Systems or Marine Corps Systems Command (MCSC)
  • Experience with DoDI 5000.02 Adaptive Acquisition Framework across multiple acquisition pathways

Preferred Skills/Experience:
  • Demonstrated experience managing firm fixed price (FFP) service contracts of comparable size ($3-5M annual)
  • Former USMC officer or senior enlisted (MOS 7200, 0602, 0603, 5900, or related communications/C2 MOS)
  • Experience with MAGTF C2 systems (CAC2S, TBMCS-MC, CTN, EMC2, NOTM) at the programmatic level
  • Understanding of MACCS architecture, tactical data links (Link 16, JREAP, VMF), and communications networks
  • Experience supporting SAFe implementations in DoD acquisition environments
  • Knowledge of the PAE Marine Corps organizational construct and Capability Portfolio Management
