Summary

Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Field Operations, Cargo and Conveyance Security Directorate, Trade Operations Division, located in Washington, DC.

Additional selections may be made to include other organizational divisions and/or units within the duty location(s) listed above.

This position starts at a salary of $121,785.00 (GS-13, Step 1) to $158,322.00 (GS-13, Step 10).

Typical Duties Include:

  • Developing program plans, identifying problems and implementing solutions. Identifying and recommending process improvements on key initiatives that result in significant improvements in service delivery, reduced operational unit costs, increased quality, and reduced process cycle duration
  • Providing technical advice on strategic issues, collaborating with other program offices across CBP and other components within DHS to improve end-to-end processes, utilizing various analytical methodologies (including, but not limited to, a wide range of statistical methods and tools, mathematical techniques, and process mapping)
  • Assisting with the policy decision-making process for all trade facilitation and enforcement program issues, participating in work groups, and assisting to develop national standard operating procedures impacting the Agency's strategies for national processing and the work assignments for Field Offices
  • Determining goals and objectives that need additional emphasis; developing measures that evaluate performance; making recommendations for program improvement; and managing all resources as corporate assets

Qualifications

Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:

  • Planning, organizing, coordinating, and evaluating major program segments that support a nationwide mission, including developing program plans, identifying problems, and implementing solutions to improve service delivery, reduce costs, and increase quality
  • Managing complex, cross-organizational projects, including providing technical direction in project management, process improvement analysis, team facilitation, and developing business cases using analytical methodologies such as statistical tools, mathematical techniques, and process mapping
  • Assisting with or leading strategic program development, including contributing to policy decision-making, developing national standard operating procedures, preparing responses to congressional inquiries, developing staffing allocation models based on workload and statutory requirements, and coordinating with labor organizations on implementation impacts
  • Overseeing implementation of agency goals and objectives across multiple field offices, including developing performance measures, conducting analyses to recommend process improvements, managing resources as corporate assets, and working with senior leadership to develop and justify program changes within established budgets and timelines
  • Managing organizational change for major program areas, including redesigning structures and processes, interpreting and applying policy where limited guidance exists, ensuring internal controls to prevent fraud, waste, and misuse, and conducting liaison with high-level officials in other agencies and within the department to address issues of national or international impact

You must:

  • Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
  • Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 08/07/2026.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:

  • Working for the U.S. Government as a federal civilian or as a member of the military
  • A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government
  • Participation in a study abroad program sponsored by a U.S. affiliated college or university
  • Working as a contractor, intern, consultant or volunteer supporting the U.S. government


Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may be required to serve or complete a probationary period.
