Program Manager, Condition Assessment & Rehabilitation (CA&R)

Salary Range: Non Union Band J

Hiring Range: $120,401 per annum -$135,451 per annum (plus comprehensive benefits and vacation accrual)

Work Mode: Hybrid; 2 On site days per week which can increase based on operational needs*see below for more details about this work mode.

Reports to:Manager, Condition Assessment & Rehabilitation

Team Structure:In this role you will Supervise Project Managers and Technical Analysts.

What you will do in this role:

  • Supervise and provide technical support to a multi-disciplinary team.
  • Supports the growth of skills and knowledge of direct reports by working with staff to establish challenging and achievable plans that include both formal training and informal opportunities such as coaching, cross training, knowledge sharing, and learning assignments.
  • Providing the team with regular feedback and encouraging participation in key decision-making processes
  • Manages complex Capital projects that involve condition assessment and rehabilitation of trunk sanitary sewers, water transmission and sub-transmission mains, forcemains and chambers.
  • Reviews, sorts and tracks condition assessment data to accurately scope and assist with prioritization and scheduling of re-inspection, monitoring and rehabilitation work.
  • Plans, schedules and manages the design and construction of capital projects.
  • Assists in the preparation of project and program budgets, monitor and control spending.
  • Provides technical support for Operations including major repairs and replacements, process optimization, service delivery reliability and contract oversight.
  • Prepares Council reports, supports staff when addressing and responding to public complaints and concerns and effectively communicating project related information.
  • Works with local municipal representatives, conservation authorities, government agencies, water and wastewater industry associations, vendors and academic researchers and institutions for the benefits of the Region of Peel.
  • Works in collaboration with others to develop the Water and Wastewater Infrastructure 10-Year Capital Plan which includes growth-related and rehabilitation/replacement projects.
  • Coordinates the Water and Wastewater Program budget presentation and report for the Director/Manager. Identify necessary resources (funding, staff, external service providers) and prepare business cases.
  • Coordinates the detailed design and construction constraints with other internal departments as well as the area municipalities (when necessary) to minimize any overlapping of infrastructure works and develops feasibility plans to meet all timelines.
  • Works in collaboration with Operations, Ontario Clean Water Agency, external stakeholders and internal staff to support the state of good repair program for linear Water and Wastewater assets.
  • Defines capital project objectives, scope of work, key stakeholders, roles and responsibilities, key deliverables, design approach, detailed requirements, proposed stages and schedules.
  • Identifies project risks and mitigation strategies.
  • Assists and supports project managers in the delivery of the Water and Wastewater capital plan.
  • Oversees the management of all consultant services and ensures compliance with the scope of their work.
  • Provides engineering support and oversight support to the operating authority of the South Peel Water and Wastewater Operations and Maintenance Agreement and agreement oversight staff as required.
  • Supports Infrastructure Planning improvement projects and external agency projects.
  • Provides project management resources for external agency projects as required.

What the role requires:

  • A satisfactory Level 1 Criminal Record Check obtained directly from a police station (third-party background checks will not be accepted).
  • An undergraduate Bachelors Degree in Engineering is preferred.
  • A minimum of 5 years direct working experience in design and construction of municipal sanitary trunk sewers, water transmission and sub-transmission mains, including condition assessment and rehabilitation
  • Experience leading, supervising, coaching and mentoring employees.
  • Strong knowledge/experience in water and wastewater system hydraulics, trenchlesspipe repair and rehabilitation practices, pipe design, and material and construction standards used in municipal water and wastewater systems.
  • Knowledge of construction law, municipal procurement policies and procedures, Environmental Assessment process, Occupational Health and Safety Act, Safe Drinking Water Act and other related regulations.
  • Proficiency in general business applications including Microsoft Office applications.
  • Must have a class G license and access to a vehicle.
  • Combination of education and experience may be considered

  • Verbal and written communication skills to prepare required reports, technical memos, conduct training and oral presentations/discussions, liaise with a variety of individuals at various levels, and represent the Region at meetings.
