Job Description:
We are seeking an experienced Program Manager (PM) to lead the execution of a high-visibility Department of the Navy cybersecurity and information technology support contract. Serving as the Contractor's primary technical point of contact, the Program Manager is responsible for the successful execution of contract requirements across multiple task orders while ensuring exceptional customer satisfaction, operational excellence, and mission success.

This individual will provide executive leadership across program operations, personnel management, subcontractor coordination, quality assurance, cybersecurity compliance, and Government engagement. The Program Manager will work closely with Contracting Officers (COs), Contracting Officer Representatives (CORs), Technical Points of Contact (TPOCs), cybersecurity leadership, and other Government stakeholders to ensure contract performance remains aligned with cost, schedule, and technical objectives.

Responsibilities include:
  • Serve as the Contractor's primary technical point of contact for all contract performance matters.
  • Provide overall leadership for contract execution across technical, operational, and administrative functions.
  • Direct Contractor personnel, subcontractors, and resources to successfully execute contract requirements.
  • Ensure performance complies with all applicable Federal laws, regulations, contract requirements, and Task Orders.
  • Manage program execution within approved cost, schedule, and technical baselines.
  • Oversee staffing, personnel management, subcontractor performance, quality control, and operational readiness.
  • Maintain accountability for Government Furnished Property (GFP), Government Furnished Information (GFI), and other Government assets.
  • Ensure compliance with personnel security, facility security, and cybersecurity requirements.
  • Coordinate regularly with Government leadership, including:
    • Contracting Officer (CO)
    • Contracting Officer's Representative (COR)
    • Technical Point of Contact (TPOC)
    • NAVFAC Chief Information Security Officer (CISO)
    • Technical Leads
  • Lead recurring program reviews, status meetings, risk reviews, and performance reporting.
  • Identify program risks and implement mitigation strategies to minimize mission impact.
  • Maintain continuity of operations through proactive workforce planning and transition management.
  • Ensure timely submission of contract deliverables, status reports, meeting minutes, and performance metrics.

Here's what you need (Required Qualifications):
  • Bachelor's degree in Project Management, Business, Engineering, Computer Science, Political Science, Human Resources, or a closely related field.
  • Professional license or certification applicable to the field of study is preferred.
  • Minimum 10 years of experience supporting the operation and sustainment of major Department of Defense systems.
  • Demonstrated experience managing large cybersecurity, information technology, engineering, or systems integration programs.
  • Experience leading geographically dispersed technical teams.
  • Experience managing subcontractors, budgets, schedules, staffing, and quality assurance activities.
  • Experience interfacing directly with senior Government leadership.
  • Active Top Secret Security Clearance.

Bonus Points If You Have (Desired Qualifications):
  • Experience supporting Department of the Navy or NAVFAC programs.
  • Experience with cloud technologies and enterprise infrastructure modernization.
  • Network engineering program management experience.
  • Experience supporting OCONUS operations or deployments.
  • Experience managing large enterprise cybersecurity programs.
  • PMP certification.
  • ITIL certification.
  • Agile or Scrum certification.

Security Clearance:
  • Interim or Active Top Secret Security Clearance

Education:
  • Bachelor's degree in Project Management, Business, Engineering, Computer Science, Political Science, Human Resources, or a closely related field.

Work Schedule:
  • Monday-Friday, Standard Business Hours. Work for this position is primarily performed at Cydecor offices with regular engagement at NAVFAC Headquarters (Washington Navy Yard) and other Government facilities as mission requirements dictate. Travel may be required in support of customer meetings and program execution.

Compensation and Benefits:
The projected compensation range for this position is $155,000-210,000. There are numerous factors that can impact a final salary/hourly rate including, but not limited to, relevant work experience, skills and competencies that align to the role, work location, education/certifications, and a contract's Labor Categories.
