Offers will be commensurate with the candidate's experience and qualifications and will thoughtfully consider internal pay equity for agency staff who perform similar duties and have similar qualifications. The top half of the posted salary range is generally reserved for candidates who exceed the requirements and qualifications for the role. The maximum salary range is reserved for candidates that far exceed the required and preferred qualifications for the role.

On behalf of the State Board for Educator Certification (SBEC) and the Commissioner of Education, the Educator Investigations Division (EID) is committed to protecting the safety and welfare of students across Texas. By investigating allegations of misconduct involving educators, school employees, and school contractors, EID plays a vital role in maintaining a secure and trustworthy learning environment. The division is structured into three primary units: Intake, Investigations, and the Child Abuse Reporting and Investigation Monitoring Team (CARRT).
The Program Supervisor for the Child Abuse Reporting and Investigation Monitoring Team (CARRT) leads the agency's critical work to ensure compliance with Tx Education Code §22A.156 to safeguard students and strengthen accountability across the state. This role sets the direction for a high-performing team, ensuring school systems meet the legal requirements for reporting and investigating educator misconduct and child abuse.
The position drives the development and continuous refinement of policies and procedures, spearheads the creation and delivery of trainings for school systems, and oversees the unit's data monitoring, escalation, investigation and referral functions. As the leader of a team of senior investigators, the Program Supervisor establishes clear goals, develops talent, and builds a culture of excellence and continuous learning.

Reporting to the Director of Educator Investigations, the Program Supervisor brings strong leadership, sound judgment, and an unwavering commitment to protecting students across Texas.

Essential Functions

1. Program and Policy Development: leads the design and execution of CARRT's compliance monitoring, response, and escalation process, ensuring operational rigor and statewide consistency; develops and continuously refines the tools, guidance, and deliverables that support the escalation framework; leads the ongoing evaluation and improvement of CARRT workflows and operational practices ensuring alignment with agency priorities; develops recommendations for child abuse reporting and investigation policy and presents to leadership within the Office of Governance and Office of Inspector General; recommends and drives initiatives to improve unit efficiency, accuracy, and overall effectiveness; models and fosters a culture of continuous improvement and cross-functional collaboration to advance the agency's mission
2. Data Monitoring and Investigation Management: oversees the CARRT data-analysis processes and monitoring system to evaluate compliance with misconduct reporting requirements; manages the review of stakeholder complaints ensuring alignment with reporting expectations and investigative protocols; provides leadership over the CARRT advisory contact, escalation, and investigation processes ensuring all activities comply with agency policy, legislative mandates, and best practices established within the Office of Governance; develops standardized decision-making frameworks, including structured review and approval processes; reviews and approves investigative reports, recommendations, and referrals to external agencies, manages the team's case docket, unit reporting, case tracking and case resolution to ensure quality investigation
3. Internal/External Stakeholder Collaboration: initiates and sustains strategic partnerships school systems, educational service centers, child protection agencies, and law enforcement to advance legislative priorities and agency goals; serves as a trusted point of contact for stakeholders and ensures timely, accurate and professional responses to inquiries; represents the team in cross-divisional and interagency collaborations maintaining strong alignment and proactively keeping leadership informed; leads the development and delivery of child abuse reporting and investigation training for internal and external stakeholders, including statewide conferences and cross-divisional sessions; ensures the quality, consistency, and effectiveness of all training delivered by senior field investigators.; leads or participates in special projects, task forces, and committees
4. Team Supervision and Development: builds, coaches and manages a mission-driven team fostering a culture of strategic thinking, high-performance, collaboration, accountability, and continuous growth; aligns with senior leadership to define clear, data-informed objectives; drives results by setting clear expectations, monitoring progress against performance metrics and competency benchmarks and holding the team accountable for outcomes; actively supports the professional growth of each team member through targeted development opportunities
Qualifications:
Minimum Qualifications
• Education: Graduation from an accredited four-year college or university
• Experience: At least seven (7) years of experience in reviewing conducting background checks, reviewing allegations of misconduct, specifically as it relates to child abuse; and conducting complex investigations
• Substitutions: Education and experience may substitute for one another on a year-for-year basis
Other Qualifications
• Share the belief that all Texas students can achieve at high levels and are able to succeed in college, career, or the military
• Strong understanding of the Texas Administrative Code; 19 TAC §249 and §153 related to misconduct reporting and 40 TAC §707, Subchapter B related to school investigations, and familiarity with the Texas Education Code and Texas Family Code, and relevant laws pertaining to penal code violations, criminal procedure, and confidentiality.
• Demonstrated ability to effectively interview witnesses and accused individuals regarding alleged acts of misconduct.
• Aptitude for gathering and analyzing information from multiple sources, presenting the information in detailed, factual, concise, and professionally written reports, and making sound recommendations by required deadlines.
• Demonstrated success in providing guidance and/or training to staff on best practices in investigative or related functions.
• Excellent communication and stakeholder management skills that establish and maintain effective working relationships with school districts, law enforcement and court personnel as well as the agency's Legal staff and other TEA divisions.
• Willingness to seek efficiency in an office environment; stay organized and prioritize tasks to achieve goals and objectives; eager to deliver requirements to internal/external customers and contribute to the agency's priorities.
• A desire to self-reflect, give/receive feedback, and continuously improve.
• Relevant experience in an administrative or regulatory environment and investigating allegations of child abuse, school misconduct, financial fraud, and licensure violations, preferred.
• Experience in coordinating with and maintaining effective working relationships with school districts, DFPS and law enforcement to ensure thorough investigative outcomes, preferred.
• Certified Fraud Examiner (CFE) certification, Tx Commission on Law Enforcement (TCOLE) license, or similar designations, preferred.
