ABOUT THE ROLEReporting to the Manager, Engineering Capital Support, this position is responsible for supporting delivery of the 10-year Water and Wastewater Capital Program by developing, managing and improving the processes, standards, and guidelines that enable capital project intake and delivery of short-term capital projects in accordance with strategic Branch goals and objectives. Also supports Branch's engineering services required to deliver water and wastewater infrastructure, suggests the approach to design and construction delivery and managing the services associated with the design and construction phases. Supports development of business requirements for capital project intake and delivery of short-term minor capital projects, ensuring coordination and alignment through collaboration with departmental branches.
WHAT YOU'LL BE DOING- Participates in annual strategic planning activities for the Branch and Department and formulates strategic and operational initiatives for service improvement to capital delivery with a focus on project intake and short-term minor capital delivery.
- Ensures effective management, understanding, and operation of the revision and change control process related to capital project delivery.
- Supports the development of tracking and reporting tools to support short-term capital delivery program and monitors performance, as required.
- Monitors and research industry best practices and works closely with other Branches to maximize life expectancy of infrastructure through implementation of short-term minor capital projects.
- Develops, monitors, and evaluates standards and specification requirements for short-term capital delivery within the Branch, reports on outcomes to management.
- Oversees capital support coordination activities with departmental operations team.
- Develops and maintains implementation procedures, guidelines and templates related to short-term capital delivery, including design guidelines and specifications.
- Develops program delivery methodologies to meet the Branch's performance objectives and targets in line with operational and capital delivery requirements, makes recommendations to management for implementation improvements.
- Supervises staff, including recruitment, selection, hiring, scheduling, assigning and monitoring work, determining training and development needs, coaching and mentoring, conducting performance appraisals and determining/recommending disciplinary action up to and including dismissal in accordance with collective agreements, Regional policies and practices.
- Ensures that operating staff work in a safe manner and utilize all required health and safety equipment and protective devices and follow all measures and procedures as required by the Occupational Health and Safety Act and Regulations and Regional Policies.
- Participates on committees, meetings, work groups and special projects, as directed.
- Manages information in accordance with legislation and corporate standards.
- Performs other duties as required to meet Divisional/Branch and Departmental objectives.
WHAT WE'RE LOOKING FOR- Successful completion of a Community College Diploma or approved equivalent combination of education and experience.
- Minimum of five (5) years directly related experience in construction of road or water and wastewater infrastructure including managing linear and discrete construction projects and minimum one (1) year of direct supervisory experience.
- Knowledge of construction practices related to construction of water and wastewater discrete facilities such as pumping stations, reservoirs, and water towers, including experience with mechanical process piping, treatment and electrical/SCADA.
- Experience and understanding in municipal capital program delivery performance monitoring, etc.
- Experience and understanding of project delivery in terms of processes, practices, information, data, information systems and reporting.
- Demonstrated knowledge of industry practices, relevant Standards, Acts and Regulations.
- Ability to demonstrate the Region's leadership and core competencies.
- Demonstrated report writing, analytical and project management skills to meet program objectives and work to tight deadlines.
