POSITION SUMMARY

AvantGarde, LLC (AG) seeks an experienced Program Manager to provide program management and operational support to the United States Capitol Police (USCP), Office of Information Services (OIS) Project Management Office (PMO). The Program Manager supports the establishment, implementation, management, and continuous maturation of OIS project management standards, governance processes, portfolio reporting, and project management practices. Working closely with OIS leadership, project managers, technical teams, governance stakeholders, and business partners, the Program Manager provides consultative support for PMO governance, portfolio performance, organizational project management maturity, and continuous improvement initiatives. The incumbent supports selected high-priority initiatives while providing consulting, facilitation, and project management expertise to promote consistent project delivery, transparency, and informed decision-making.

Essential Duties and Responsibilities

PMO Governance & Organizational Maturity
• Develop and maintain PMO policies, procedures, templates, governance frameworks, and project management standards.
• Lead continuous improvement initiatives that strengthen PMO governance, improve organizational project management maturity, standardize delivery practices, and increase organizational adoption.
• Monitor compliance with PMO methodologies, documentation standards, SDLC stage gates, and governance requirements across the project portfolio.
• Conduct project health assessments, quality reviews, and governance audits to identify risks, trends, and opportunities for improvement.
• Support organizational adoption of PMO standards, tools, and governance processes through stakeholder engagement, communication, and change management activities.

Portfolio & Executive Management
• Monitor the health of the OIS project portfolio by evaluating priorities, dependencies, resource constraints, organizational impacts, and strategic alignment.
• Coordinate portfolio planning activities, including project intake, prioritization, sequencing, governance reviews, and resource considerations.
• Produce executive-level portfolio dashboards, performance metrics, compliance reports, and portfolio health summaries.
• Support the continuous improvement and effective utilization of Project Portfolio Management (PPM) tools and technologies by identifying opportunities to enhance portfolio visibility, reporting, governance, and decision support capabilities.
• Provide recommendations and consultative support to OIS leadership regarding portfolio priorities, governance improvements, organizational risks, and PMO performance.
• Coordinate with Enterprise Architecture, Capital Planning, Finance, IT Operations, and governance stakeholders to ensure portfolio alignment with organizational priorities.
Skills & Requirements
Project Leadership
• Serve as Project Manager for selected high-priority or strategically significant initiatives.
• Facilitate project kickoff meetings, governance reviews, stakeholder communications, risk management activities, and change control processes.
• Monitor project performance and provide executive visibility into project status, risks, issues, and dependencies.
• Ensure projects are managed in accordance with established PMO standards and organizational objectives.

Coaching, Collaboration & Continuous Improvement
• Provide guidance and consultation to project managers regarding PMO standards, methodologies, templates, and best practices.
• Promote collaboration across project teams, business stakeholders, and technical organizations to improve project delivery outcomes.
• Evaluate existing PMO processes and recommend practical improvements that increase efficiency, transparency, and consistency.
• Foster a culture of accountability, continuous improvement, and organizational learning within the PMO.

QUALIFICATIONS, KNOWLEDGE, AND SKILLS
• Expertise in PMI/PMBOK-aligned project and program management principles with experience applying Agile, Kanban, Waterfall, or hybrid methodologies.
• Demonstrated ability to establish, implement, and mature enterprise PMO governance, standards, frameworks, and processes.
• Experience implementing PMO governance models or organizational project management frameworks.
• Strong analytical skills for evaluating portfolio performance, compliance, organizational risk, and project health across a multi-project environment.
• Ability to synthesize project and portfolio information into executive-ready reports, dashboards, and briefings that support organizational decision-making.
• Experience presenting portfolio performance, organizational risks, and strategic recommendations to executive leadership.
• Skilled in stakeholder engagement, facilitation, negotiation, and cross-functional collaboration.
• Demonstrated ability to influence organizational change and achieve results within a matrixed environment without direct supervisory authority.
• Experience managing multiple high-visibility initiatives while balancing competing priorities and integrated schedules.
• Proficiency with MS Project, Planner Premium, Jira, ServiceNow, Power BI, SharePoint, and enterprise PPM reporting tools.
• Ability to coach, mentor, and guide project managers in the application of PMO standards and best practices.
• Strong consulting, organizational, facilitation, and continuous improvement skills.
• Knowledge of enterprise IT environments and alignment of PMO standards with IT governance, Enterprise Architecture, Capital Planning, risk, and compliance requirements.
