Summary

This position is part of the Deputy Administrator for Naval Reactors, Department of Energy.

National Nuclear Security Administration Demonstration Project:

This position is covered by the National Nuclear Security Administration (NNSA) Demonstration Project. The NQ-04 pay band is equivalent to the GS-15 grade levels. As a Program Manager (AUKUS Technical Exchange), NQ-0340-04, you will:

  • Serves as Program Manager providing Naval Nuclear Propulsion Program (NNPP) oversight within the Australia-United Kingdom-United States (AUKUS) Technical Exchange Program, with intimate familiarity with major Naval Nuclear Propulsion Program research and development efforts and policy initiatives.
  • Leads, directs, and oversees diverse technical personnel and programs involved in the overall transfer of naval nuclear propulsion plants to the Royal Australian Navy.
  • Provides leadership and oversight for sophisticated, technologically advanced research programs, and develops, reviews, and recommends changes to strategic and long-range program plans, standards, and regulatory guidance.
  • Manages short- and long-term placements of skilled foreign partner personnel into Naval Nuclear Propulsion Program (NNPP) activities, ensuring security, financial, and programmatic arrangements support strategic Australia-United Kingdom-United States (AUKUS) objectives.
  • Develops and defends Naval Nuclear Propulsion Program (NNPP) budget estimates for foreign partner support of NNPP technical work, maintaining a thorough understanding of Naval Nuclear Propulsion Program short-range and long-range goals.

  • Compliance with Homeland Security Presidential Directive (HSPD-12) governing personal identity which will require that you provide two forms of identification.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level NQ-03 or GS-14 in the Federal service.

Specialized experience for this position is defined as meeting the following:

  1. Managing financial and computer systems for a dual-agency program, including integrating technical and financial requirements and overseeing budget resource allocation processes.
  2. Planning, leading, and conducting headquarters and on-site reviews of nuclear propulsion fiscal controls and financial resource management to assess effectiveness and compliance with Federal financial laws, regulations, and policies.
  3. Applying Federal planning, programming, and budgeting systems to formulate, justify, defend, and execute multi-billion-dollar dual-agency budgets, including developing acquisition and budget proposals that result in new or revised policy guidance.
