Full Job Description
Program Manager Redstone Arsenal, Alabama (Contingent upon contract award) POSITION SUMMARY The Program Manager serves as the contractor's single point of contact to the Government and has full authority to manage contract performance and commit contractor resources within the scope of the contract. The Program Manager is responsible for overall contract management, performance, quality, safety, staffing, and direct oversight of all contractor personnel supporting geographically dispersed Centralized Distribution Activities operations. ESSENTIAL DUTIES AND RESPONSIBILITIES • Serve as the single point of contact to the Government and exercise the authority necessary to commit contractor resources within the scope of the contract. • Plan, direct, integrate, and monitor contract performance across Redstone Arsenal/Huntsville and Fort Bliss operations. • Lead the contractor's management approach for schedule, staffing, cost awareness, quality control, safety, risk management, deliverables, and corrective actions. • Ensure all performance standards and Acceptable Quality Levels are met or exceeded. • Coordinate the timely resolution of performance deficiencies, customer concerns, staffing issues, and operational risks. • Oversee Site Operations Managers and technical leads and establish clear priorities, responsibilities, communication channels, and escalation procedures. • Maintain an effective and qualified workforce and manage staffing continuity, succession planning, and coverage for key functions. • Ensure compliance with applicable contract requirements, FAR and DFARS provisions, Army policies, security requirements, safety standards, and approved operating procedures. • Coordinate Government meetings, program reviews, status reports, briefings, and required contract-management deliverables. • Monitor performance trends and ensure corrective actions address root causes and prevent recurrence. • Promote effective communication and coordination among Government representatives, contractor leadership, site managers, technical leads, and employees. MINIMUM QUALIFICATIONS Education: • Bachelor's degree in Business, Supply Chain Management, or a closely related field. • At least 10 years of experience managing Government contracts. • At least five years of Army logistics experience. • Demonstrated experience managing a geographically dispersed workforce. • Demonstrated experience overseeing multidisciplinary logistics, analytical, or operational teams • Must possess, or be eligible to obtain and maintain, a U.S. Government SECRET security clearance REQUIRED SKILLS AND COMPETENCIES • Expert knowledge of FAR, DFARS, and Government-contract performance management. • Strong leadership, workforce-management, communication, and customer-interface skills. • Knowledge of quality control, safety, risk management, and corrective-action processes. • Ability to analyze contract-performance data, establish priorities, allocate resources, and implement corrective actions. • Ability to communicate effectively with senior Government officials, contracting personnel, operational leaders, and contractor employees. • Strong organizational, decision-making, problem-solving, and conflict-resolution abilities. Travel Requirements: • Work is primarily performed at Redstone Arsenal, Alabama, and may include meetings or temporary duty at other Government or contractor locations. • Must be able to work the schedule necessary to support contract performance and respond to mission priorities.
