Program Manager to provide leadership, supervision, and operational oversight within our Behavioral Health programs. Working in partnership with the Program Director, the Program Manager is responsible for ensuring high-quality services, supporting staff development, maintaining regulatory compliance, and fostering a safe, person-centered environment for the individuals we serve.
The Program Manager serves as a role model for staff, promotes a culture of respect and accountability, and helps ensure that individuals supported by the program receive services that enhance their independence, well-being, and quality of life.
Essential ResponsibilitiesLeadership & Staff Supervision- Provide leadership, guidance, coaching, and supervision to Direct Support Professionals (DSPs) and other assigned staff.
- Mentor and train staff to support professional growth and improve service delivery.
- Manage staffing schedules, coverage needs, call-outs, no-shows, and time-off requests.
- Participate in interviewing, onboarding, and training new employees.
- Attend and contribute to interdisciplinary team meetings and planning sessions.
- Promote RHD values and foster a positive workplace culture.
Program Operations- Ensure services are delivered in accordance with Individual Service Plans (ISPs), treatment plans, and program standards.
- Respond appropriately to crisis situations, including reporting and documentation requirements.
- Coordinate and oversee monthly consumer activities and community engagement opportunities.
- Monitor consumer health and safety concerns and communicate appropriately with program leadership and healthcare providers.
- Support quality assurance and continuous improvement initiatives.
Administrative Responsibilities- Monitor and reconcile site and consumer-related expenditures.
- Oversee site maintenance, safety, and vehicle operations.
- Ensure timely and accurate completion of documentation, including:
- Progress notes
- Medication records
- Incident reports
- Assessments
- Inventories
- Other program documentation
- Maintain compliance with agency policies, regulatory requirements, and funder expectations.
- Perform additional duties as assigned.
QualificationsRequired- Bachelor's degree in Social Work, Psychology, Counseling, Criminal Justice, Education, Human Services, or a related field.
- Minimum of 5 years of experience in mental health, behavioral health, IDD, substance use, or related human services programs.
- Minimum of 2 years of supervisory or leadership experience.
- Strong knowledge of behavioral health regulations, program operations, and person-centered practices.
- Proficiency with Microsoft Office, email, electronic documentation systems, and internet-based applications.
- Valid Pennsylvania driver's license with at least 3 years of driving experience.
- Access to a reliable personal vehicle with state-required insurance coverage.
- Ability to successfully complete all required background clearances, including:
- Pennsylvania Child Abuse Clearance
- Pennsylvania Criminal Background Check
- FBI Fingerprint Clearance (when applicable)
Preferred- Master's degree in a related human services field.
- Experience working with adults experiencing mental health, intellectual/developmental disabilities, or substance use challenges.
Physical Requirements- Frequently stand, walk, bend, reach, push, pull, and use hands/fingers.
- Ability to occasionally lift or move up to 50 pounds.
- Ability to travel between program locations as needed.
