Program Manager, Airports Financial Strategic Performance

Overview of role:

The Program Manager, Airports Financial Strategic Performance reports to the Director, Airports Ops Services and provides strategic financial, operational, and business performance analysis to support decision-making, governance, and continuous improvement across the Airports portfolio. The role leads departmental continuous improvement initiatives, develops executive-level presentations and business cases, and delivers performance reporting that supports operational excellence, financial accountability, and strategic priorities.

Key deliverables and responsibilities include:
  • Monitor and analyze airport financial and operational performance data to identify key trends, risks, cost drivers, and opportunities to improve performance.
  • Define, monitor, and report on departmental performance metrics and KPIs that support operational excellence, financial stewardship, governance, and strategic decision-making.
  • Assess operational and financial risks, performance trends, and key indicators to inform business planning, resource allocation, and risk mitigation.
  • Oversee supplier invoice validation, reconciliation, and audit processes to ensure billing accuracy, contractual compliance, and robust financial controls.
  • Identify, prioritize, and lead departmental continuous improvement initiatives that improve operational performance, optimize costs, and strengthen business processes.
  • Collaborate with cross-functional teams-including Airports, Finance, Network Operations, Commercial, and Strategic Procurement-to align priorities and deliver operational and financial performance improvements across the Airports portfolio.
  • Develop and maintain operational and financial performance reporting frameworks, dashboards, and governance processes that provide transparency and support informed decision-making.
  • Prepare executive-level presentations, business cases, and performance reports that translate complex operational and financial data into actionable insights and recommendations.
  • Build and maintain collaborative relationships across departments to drive alignment, accountability, and shared performance objectives.
  • Foster a culture of safety, trust, continuous improvement, and operational excellence.


Experience and qualifications:
  • Bachelor's degree in Finance, Accounting, Business Administration, Economics, or a related discipline; an equivalent combination of education and experience will be considered.
  • Minimum 8 years of progressive experience in financial analysis, business performance management, program management, or a related field.
  • Demonstrated ability to analyze complex financial and operational data, identify trends and risks, and develop actionable recommendations to support strategic decision-making.
  • Experience developing executive-level reports, dashboards, business cases, briefing materials, and presentations for senior leadership.
  • Experience establishing and maintaining financial controls, governance processes, supplier invoice validation, reconciliation, audit support, and performance management frameworks.
  • Proven ability to lead cross-functional initiatives, drive continuous improvement, and influence stakeholders at all levels of the organization.
  • Strong analytical, organizational, communication, and presentation skills, with the ability to manage multiple priorities in a fast-paced and evolving environment.
  • Advanced proficiency in Microsoft Excel, PowerPoint, and business intelligence and data visualization tools (e.g., Power BI).
  • Experience in the aviation, airport, transportation, or other complex operational environments is considered an asset.
  • Certification in or knowledge of Lean, Six Sigma, or other continuous improvement methodologies is considered an asset.
  • High level of personal and professional integrity, accountability, and commitment to safety, operational excellence, and quality results.
