OverviewThe Program Manager will serve as FRA's single point of contact and overall leader for execution of the Mission Delta 31 (MD 31) Training Support task order, awarded under the U.S. Space Force's STORMS IDIQ contract vehicle. This individual will provide day-to-day leadership and oversight for a task order team supporting training administration, curriculum development, and program surge activities across MD 31's Positioning, Navigation, and Timing (PNT), Satellite Control Network (SCN), Cyberspace, and Intelligence units at Schriever Space Force Base and Peterson Space Force Base.
The Program Manager is accountable for contract performance, deliverable quality, and customer satisfaction while maintaining close coordination with U.S. Space Force leadership.
Responsibilities
Program Leadership & Execution
- Serve as the single Contractor point of contact to the COR/CO for the MD 31 task order.Lead execution of Training Assistance, HQ Support, program surge, and Training Development functional areas.
- Develop and implement performance objectives and continuous improvement initiatives across the task order.
- Foster strong working relationships with the COR, CO, and MD 31-unit leadership.
Contract & Deliverable Management
- Own submission and quality of all task order deliverables, including the Monthly Status Report and TrainingModernization Plan.
- Manage personnel administration, position vacancy notifications, and continuity of services during employee turnover.
- Oversee phase-in (up to 30 days) and phase-out (60 days prior to contract end) transition planning.
Compliance & Risk Management
- Ensure compliance with security, OPSEC, and Controlled Unclassified Information (CUI) handling requirements.
- Identify and resolve minor and major non-conformances through root cause analysis and corrective action plans.
- Maintain a zero security-violation record throughout the period of performance.
Personnel Leadership
- Manage a task order team of approximately 11 personnel across MO, Training Assistance, and Training Development.
- Ensure staffing levels, certifications, and security clearance currency are maintained across the team.
- Mentor and develop task order staff, supporting retention and succession planning.
Qualifications
- Bachelor's degree in business administration, Education, Military/Defense Studies, or a related discipline.
- Minimum of 8-10 years of progressively responsible program management experience supporting DoD or federal government services contracts.
- Demonstrated experience managing multi-functional teams delivering training, administrative, or curriculum development support.
- Working knowledge of FAR/DARS contract administration, deliverable management, and non-personal services requirements.
- Excellent leadership, communication, and customer engagement skills.
- Active SECRET security clearance required.
Preferred Qualifications:
- Experience supporting U.S. Space Force, Air Force, or Space Training and Readiness Command (STARCO programs.
- Project Management Professional (PMP) certification or equivalent.
- Experience with Patriot Excalibur (PEX) or similar training management databases.
- Familiarity with Ready Spacecrew Program (RSP) training requirements.
