Program Manager
Location: San Diego, CA


Salary $175K-195K

Clearance: Active Secret required; Top Secret eligibility preferred

ActioNet is seeking an experienced Program Manager to oversee complex DoW modernization, systems integration, digital transformation, and infrastructure initiatives.The Program Manager serves as the primary customer interface and provides leadership across multidisciplinary teams supporting systems engineering, cybersecurity, infrastructure modernization, workforce development, cloud technologies, AI-enabled solutions, and mission-critical operational environments.This position requires a proven leader who manages program execution, maintains customer relationships, coordinates subcontractors and technology partners, mitigates risk, and ensures successful delivery of technical, schedule, and cost objectives.

Key Responsibilities

Program Leadership• Serve as the primary point of contact for Government and industry stakeholders.
• Provide overall responsibility for program cost, schedule, technical performance, quality, and contract compliance.
• Lead program reviews, technical interchange meetings, status meetings, and executive briefings.
• Develop and maintain Integrated Master Schedules, project plans, and performance metrics.
• Support strategic planning, program growth, and customer relationship management.

Technical Oversight• Oversee systems integration, network modernization, cloud and hybrid infrastructure, cybersecurity and Zero Trust initiatives, virtualized and hyperconverged environments, AI/ML-enabled capabilities, and mission or laboratory modernization efforts.
• Coordinate engineering teams and technical leads to ensure successful solution delivery.
• Monitor technical risks, dependencies, integration activities, and milestone readiness.

Team and Partner Management

Lead geographically dispersed technical teams in a hybrid delivery environment.
• Manage subcontractors, original equipment manufacturers, and industry partners.
• Coordinate staffing, workload balancing, resource planning, and surge requirements.
• Establish and monitor subcontractor performance objectives and deliverable standards.

Financial and Risk Management
• Track budgets, funding, labor utilization, forecasts, and overall program financial performance.
• Develop Rough Order of Magnitude estimates and support proposal activities.
• Maintain program risk, issue, opportunity, and dependency registers.
• Implement mitigation strategies for schedule, technical, resource, and cybersecurity risks.

Required Qualifications
• Bachelor's degree in Engineering, Computer Science, Information Technology, Business Administration, or a related field.
• 8-12 years of experience managing DoW contracts.
• 5+ years of experience leading technical or engineering teams.
• Experience managing contracts valued between $5 million and $30 million annually.
• Experience supporting systems integration, modernization, infrastructure, cybersecurity, or IT services programs.
• Experience managing subcontractors and cross-functional teams.
• Demonstrated success managing cost, schedule, staffing, performance, and customer expectations.
• Strong written, verbal, presentation, and executive communication skills.
• Active Secret clearance.

Preferred Qualifications• Project Management Professional certification.
• Familiarity with JADC2 concepts, cloud technologies, DevSecOps, cybersecurity frameworks, Zero Trust, virtualization, hyperconverged infrastructure, and AI/ML-enabled environments.
• Experience supporting capture, proposal, or business development activities.
• Top Secret eligibility or an active Top Secret clearance.
