This Program Manager 1B is responsible for assisting with the administration and management of the operations and services in an Office of Public Health Regional Office and exercises direct supervision over personnel located in the Regional Office and/or Health Units(s). Performance of these duties requires knowledge of organizational structure, administrative practices and policies, general program procedures and policies, including knowledge of interrelationships among programs in the areas of organizational structure, administrative procedures, service delivery and funding (federal, state, local and self-generated).
Minimum Qualifications
Seven years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

Six years of full-time work experience in any field plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

A bachelor's degree plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

An advanced degree or a Juris Doctorate plus three years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information

Job Duties:
  • Recommends changes in standardization service methodology in order to achieve positive performance outcomes. Consults with regional administrative staff and State office program staff to review policies and procedures, service delivery issues, and ensure compliance with procedures as needed to meet changes in policy.
  • The incumbent is responsible for assisting in the development and monitoring of the Regional Office and health units' budgets.
  • Assists in coordination and planning of activities necessary to implement programs within the Regional Office and/or health unit(s) or, if required, statewide. Assists in coordination and facilitation of core team meetings.
  • Monitors community needs for health services/interventions and makes recommendations to Regional Administrator and/or Medical Director.
  • As Telecommunication Coordinator (OTS), processes all requests for the regional office and the health units in regards to telephones/lines, equipment, etc. Authorizes travel for subordinates and/or health unit staff. Approves staff request for rental vehicles.
  • Assist with development, planning, and execution of actions to stand-up, operate, and stand-down a Medical Needs Shelter (MNS) when the region is activated.
