We're looking for a dedicated individual to join our team as a Program Manager 1B. This position functions as the Manager of the Facility Investigations section of Adult Protective Services (APS). The Adult Protective Services program conducts investigations of abuse, neglect, exploitation, and extortion to adults aged 18-59 with disabilities who live in the community or LDH-operated facilities and arranges for services or provides reports necessary to alleviate or alleviate or prevent further maltreatment.

Minimum Qualifications
Seven years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

Six years of full-time work experience in any field plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

A bachelor's degree plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

An advanced degree or a Juris Doctorate plus three years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information

Job Duties:
The incumbent reports to the APS Assistant Director - Program Manager 3.

This management position requires planning, organization, staff supervision, coordination, assessment, multidisciplinary collaboration, and interpersonal skills. Managerial duties also require knowledge of APS programs, utilization of agency and department databases/MIS systems, knowledge of organizational structure, and proficient knowledge of agency policies, departmental policies, and statutory regulations.

ESSENTIAL DUTIES INCLUDE BUT NOT LIMITED TO:
  • Manages investigations of allegations of abuse, neglect, exploitation, and extortion of vulnerable adults within state-operated facilities and affiliated programs.
  • Oversees processing by the Facility Investigations Supervisor of reports of allegations of abuse of vulnerable adults provided by state-operated facility and/or program designees and the assignments of investigations relevant to the reported allegations.
  • Oversees management the APS Facility Reporting email address for incoming reports and communication with the state-operated facilities.
  • Serves as a facilities and programs subject matter expert, APS Management Team member and member of the APS Data Team.
  • Participates in the development of agency policy/procedures, public awareness initiatives, and participates in advanced professional development and training.
  • Represents APS on state-level committees, task forces, and workgroups
