deciBel Research has an immediate opening for a Program Management Office Lead in Huntsville, AL.

Position Description:

We are seeking an experienced Senior Program Manager to provide contractor support to a government organization in establishing and maintaining a Program Management Office (PMO). Key responsibilities include:
  • Provide PMO support to help ensure consistent program execution and governance.
  • Define and implement standard operating procedures (SOPs) to improve coordination, transparency, and operational effectiveness.
  • Develop and standardize workflows for planning, intake, prioritization, and execution across stakeholders.
  • Help define and support governance frameworks, including review cadences, status reporting, and decision-making structures.
  • Centralize program documentation and implement configuration management and control practices for key artifacts, including the software specification.
  • Maintain structured decision logs and action item tracking to support accountability and traceability.
  • Oversee issue and defect tracking processes, including intake, prioritization, and resolution workflows.
  • Assist in managing and standardizing release coordination processes to ensure controlled and predictable updates to the specification.
  • Optimize and administer enterprise tools (e.g., Jira, Confluence, or equivalent) to support workflow management, reporting, and transparency.
  • Coordinate across internal teams and external stakeholders, ensuring alignment and clear communication.
  • Provide structured reporting to senior government stakeholders, including status, risks, and key decisions.
  • Support continuous process improvement to enhance efficiency and program effectiveness over time.

Education Requirements:
  • Bachelor's degree in Business, Information Technology, Engineering, or related field.
  • Master's degree preferred.
  • PMP, PgMP, SAFe, or equivalent certification preferred.

Experience Requirements:
  • 10+ years of program management experience, including supporting or establishing PMOs.
  • Proven experience implementing governance models, operational processes, and program controls.
  • Experience developing SOPs, standardizing workflows, and implementing mechanisms such as decision logs, action tracking, and configuration management.
  • Experience coordinating across multiple stakeholders, both internal and external.
  • Hands-on experience with enterprise tools such as Jira, Confluence, or equivalent platforms.
  • Experience overseeing issue/defect tracking and release management processes.
  • Strong understanding of SDLC concepts sufficient to manage software-related processes (e.g., bug tracking, versioning, release control).
  • Experience interfacing with senior government stakeholders and delivering clear, actionable reporting.

Special Skills Desired:
  • Experience supporting federal, state, or local government programs.
  • Working knowledge of defense acquisition, agile software development, and integrated air and missile defense.
  • Background in process improvement, or operational excellence initiatives.
  • Familiarity with configuration management practices for controlled documents or technical specifications.
  • Strong facilitation and stakeholder management skills.
  • Excellent communication, organization, and process design skills.

Applicant selected must have an active Secret security clearance and be eligible to obtain a Top Secret clearance. Must be a U.S. Citizen.
