Program Management Department Manager

Opportunity Overview
The Program Management Department Manager will lead the Integrated System Test Division Program Management function in North Reading, MA. This position is responsible for building and developing a high-performing program management team, strengthening execution discipline, and improving portfolio visibility across complex product-development initiatives.

The role partners closely with Central PMO leadership, engineering, business, and cross-functional teams to drive consistent planning, governance, resource alignment, decision quality, and predictable execution. This leader will raise program management maturity, support organizational change, and enable effective execution across budget, schedule, risk, scope, and key program decisions.

Role Responsibilities
• Lead, coach, and develop the Program Management team to strengthen capability, consistency, and execution excellence.
• Develop and sustain disciplined product-development and program-management practices across the division.
• Collaborate with engineering, business, and cross-functional leaders to align priorities, resolve issues, and improve execution.
• Build portfolio-level visibility into program health, risks, scope changes, dependencies, and key decisions.
• Support R&D budget planning, forecasting, variance analysis, and investment trade-off discussions across the project portfolio.
• Partner with Central PMO leadership to drive adoption of standard PM practices through change leadership, communication, coaching, and operating rhythm discipline.
• Mentor program managers and strengthen accountability, ownership, and talent development within the team.
• Ensure programs have clear structure, schedule rigor, resource alignment, decision rights, escalation paths, and change control.

• Bachelor's degree in engineering, business, or a related field required or equivalent experience.
• 12+ years of experience in program, project, or portfolio management within complex engineering-driven technology environments.
• Strong product-development expertise with a proven record of improving cross-functional execution.
• Demonstrated ability to build, lead, coach, and develop high-performing program management teams.
• Proven ability to lead change, influence stakeholders, and drive adoption of standard PM practices.
• Strong executive communication skills with the ability to align teams, support decisions, and raise PM maturity.
• Experience leading teams and programs across global or multi-site organizations.
• Demonstrated ability to develop talent, strengthen team capability, and build accountability.
• Strong financial acumen, including experience with budgets, forecasts, business cases, investment trade-offs, and portfolio variance analysis.
• PMI affiliation and PMP certification preferred.

Compensation
The base salary range for this role is $189,800-$303,700. This range is a good faith estimate, and the amount of base salary will correspond with experience and skill set. This range can also fluctuate depending on demand and location.

Incentive Plan: This job is eligible for discretionary bonus(es) based on financial performance.
