Position Overview

We are seeking a Program Management Analyst II to support Naval Information Warfare Systems Command (NAVWAR), PAE Mission Systems, and associated Navy stakeholders planning, integration, analysis, and reporting required to execute complex technical and mission-support programs. The analyst will independently assess program information, maintain integrated management products, evaluate cost, schedule, performance, and risk trends, coordinate with stakeholders, and develop recommendations for Government review.

This role is analytical and programmatic. It connects program leadership, acquisition, engineering, logistics, finance, contracting, operations, and other stakeholders so that program information is accurate, risks are visible, commitments are tracked, and decisions are supported with timely, defensible analysis.
Position Level

Provides experienced program-analysis and coordination support for assignments of moderate complexity with limited day-to-day direction. Independently reconciles information, evaluates impacts and dependencies, develops proposed courses of action, and maintains management products that support program execution. May perform task-level coordination or quality review of work performed by other team members.
Primary Responsibilities
  • Independently collect, validate, reconcile, organize, and analyze program information from schedules, financial systems, risk registers, contract data, technical documentation, performance reports, and stakeholder inputs.
  • Develop and maintain integrated program-management products, including schedules, milestone plans, deliverable registers, action logs, risk and issue registers, dashboards, performance reports, and decision briefs.
  • Analyze schedule status, dependencies, baseline changes, critical or near-critical activities, and milestone performance; identify variances and propose recovery or mitigation actions for review.
  • Analyze cost, funding, expenditure, resource, and performance information; document variances, assumptions, data limitations, and potential impacts to approved plans.
  • Assess program risks, issues, opportunities, and dependencies; support development, tracking, and closure of mitigation or corrective-action plans.
  • Coordinate assigned activities with Government program managers, engineers, logisticians, financial managers, contracting personnel, operations representatives, vendors, and other stakeholders.
  • Prepare and present written analyses, program-review materials, executive summaries, data-call responses, metrics, presentations, and recommendations for Government review.
  • Review policies, plans, requirements, contract deliverables, and management procedures; identify compliance gaps, execution concerns, and recommended corrective actions.
  • Support governance forums, program reviews, working groups, and recurring reporting cycles by integrating inputs, resolving routine discrepancies, and maintaining decisions and action traceability.
  • Perform quality reviews of assigned data and work products, promote consistency across management products, and provide task-level guidance when assigned.
  • Support process improvement by documenting workflows, evaluating alternatives, developing analytical approaches, and assisting with implementation of approved recommendations.
  • Maintain accurate program information in Government-approved systems and perform other related program-management analysis duties as assigned.
Required Qualifications
  • Bachelor's degree in a business or technical field with a minimum of seven (7) years of relevant experience.
  • Ability to independently manage assignments of moderate complexity, reconcile incomplete or conflicting information, evaluate program impacts and dependencies, and develop defensible recommendations.
  • Demonstrated experience analyzing or supporting program cost, schedule, performance, risk, resources, deliverables, or related management information.
  • Strong written and oral communication skills, including reports, briefings, meeting facilitation, stakeholder coordination, and communication with Government customers.
  • Proficiency with the Microsoft 365 productivity and collaboration environment, including, but not limited to, Word, Excel, PowerPoint, Outlook, Teams, SharePoint, OneDrive, and Access, with the ability to efficiently create, manage, analyze, communicate, and maintain program information.
  • Basic familiarity with Microsoft Power Platform tools, including Power BI, Power Apps, and Power Automate, with the ability to navigate and use existing reports, dashboards, applications, and automated workflows, as applicable, to support assigned responsibilities.
  • Strong organization, attention to detail, records discipline, and ability to manage concurrent priorities, deliverables, and deadlines with limited day-to-day direction.
  • Ability to obtain and maintain the clearance, credentials, and system access required by the contract.
Preferred Qualifications
  • Experience supporting NAVWAR, NIWC Pacific, a Navy program executive office, a systems command, or another DoD program organization whose mission-system responsibilities align with PAE Mission Systems.
  • Working knowledge of DoD or Navy acquisition lifecycles, program planning, financial management, contracting, logistics, systems engineering, configuration management, or lifecycle support.
  • Experience with integrated master schedules, baseline management, earned value concepts, cost and schedule variance analysis, risk management, or performance measurement.
  • Experience developing executive briefings, dashboards, decision-support products, process maps, metrics, or recurring program-review materials.
  • Experience applying Government policies, instructions, contract requirements, or audit-readiness and records-management practices.
  • PMP, CAPM, Lean Six Sigma, DAU, or comparable program-management, acquisition, or process-improvement credential.
  • Active DoD Secret security clearance is preferred.

Salary: 90k+ dependent on education and experience
