Full Job Description
We are seeking a Program Management Analyst I to support Naval Information Warfare Systems Command (NAVWAR), PAE Mission Systems, and associated Navy stakeholders with the planning, coordination, monitoring, and reporting activities required to execute technical and mission-support programs. The analyst will provide foundational support by collecting and validating program information, maintaining schedules and management records, tracking actions and risks, and preparing routine products for internal and Government review.
This role is analytical and programmatic. It connects program leadership, acquisition, engineering, logistics, finance, contracting, operations, and other stakeholders so that program information is accurate, risks are visible, commitments are tracked, and decisions are supported with timely, defensible analysis.
Position Level
Provides foundational program-analysis and coordination support under established direction. Performs assigned research, data collection, documentation, tracking, and status-reporting activities using defined processes and approved formats. Identifies discrepancies, missing information, and emerging concerns and elevates matters requiring additional analysis or Government direction.
Primary Responsibilities
• Collect, validate, organize, and maintain program information from schedules, financial records, risk and issue logs, technical documentation, meeting records, data calls, and stakeholder inputs.
• Develop and maintain assigned program-management products such as action-item logs, milestone trackers, deliverable registers, risk inputs, status reports, briefing materials, and decision-support files.
• Support schedule maintenance by collecting status, updating milestones and dependencies, identifying overdue or at-risk activities, and communicating discrepancies to the appropriate team members.
• Assist with the collection and reconciliation of cost, funding, expenditure, resource, and performance information using approved sources and formats.
• Track deliverable development, submission, review, approval, and closure; follow up on assigned actions and document completion evidence.
• Support meetings, program reviews, working groups, and data calls by preparing materials, recording decisions and action items, maintaining attendance or distribution records, and coordinating follow-up.
• Review routine records and reports for completeness, consistency, traceability, and alignment with established procedures; elevate unresolved discrepancies.
• Prepare routine written analyses, status summaries, metrics, presentations, correspondence, and recommendations for internal and Government review.
• Enter, update, reconcile, and quality-check program information in Government-approved systems, databases, collaboration environments, and reporting tools.
• Maintain organized program files and support records management, configuration control, version control, and audit-ready documentation practices.
• Assist with process-improvement activities by documenting current workflows, identifying recurring administrative or data-quality issues, and supporting approved changes.
• Perform other related program-management analysis and coordination duties as assigned.
Required Qualifications
• Bachelor's degree in a business or technical field with a minimum of three (3) years of relevant experience.
• Ability to conduct research, organize and review information, follow established program-management processes, identify discrepancies, and communicate matters requiring additional review.
• Strong written and oral communication skills, including the ability to prepare clear status updates, meeting documentation, reports, and briefing materials.
• Proficiency with the Microsoft 365 productivity and collaboration environment, including, but not limited to, Word, Excel, PowerPoint, Outlook, Teams, SharePoint, OneDrive, and Access, with the ability to efficiently create, manage, analyze, communicate, and maintain program information.
• Basic familiarity with Microsoft Power Platform tools, including Power BI, Power Apps, and Power Automate, with the ability to navigate and use existing reports, dashboards, applications, and automated workflows, as applicable, to support assigned responsibilities.
• Strong organization, attention to detail, records discipline, and ability to manage multiple assigned priorities and deadlines.
• Ability to work collaboratively in a Government-contractor team environment and independently complete assigned tasks within established guidance.
• Ability to obtain and maintain the clearance, credentials, and system access required by the contract.
Preferred Qualifications
• Experience supporting NAVWAR, NIWC Pacific, a Navy program executive office, a systems command, or another DoD program organization whose mission-system responsibilities align with PAE Mission Systems.
• Familiarity with DoD or Navy acquisition, program planning, financial management, contracting, logistics, systems engineering, or lifecycle-support processes.
• Experience maintaining project schedules, action trackers, risk and issue logs, deliverable registers, metrics, dashboards, or controlled program documentation.
• Experience supporting program reviews, data calls, meeting coordination, audit readiness, or recurring performance-reporting activities.
• Familiarity with project-management principles or progress toward a CAPM, Lean Six Sigma, or comparable professional credential.
• Experience using Government-approved program-management, financial, acquisition, or collaboration systems.
• Active DoD Secret security clearance is preferred.
