Job Summary This position is eligible for telework for applicants who reside in Minnesota or in a bordering state, with supervisory approval and satisfactory performance. If you live in a state bordering Minnesota, you must live within 50 miles or less from the primary work location to be eligible for telework. This position exists to provide strategic leadership, administrative supervision, and statewide oversight of Program Integrity and Oversight operations to ensure Minnesota Health Care Programs are administered consistently, effectively, and in compliance with federal and state requirements. The position leads professional staff responsible for monitoring program performance, identifying risks, implementing corrective actions, and advancing system improvements through data-driven oversight and collaboration with county, tribal, and state partners.

Qualifications Minimum Qualifications Demonstrated leadership experience*
*Leadership experience can include:
- Experience as a supervisor, lead worker, team lead, project lead;
- Completion of a State of Minnesota leadership program (e.g. ELI, L4);
- A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include:
- 1+ year of experience identifying issues, goals and strategic actions
- 100+ hours per year time commitment
AND Four (4) years of experience ensuring Health Care Program integrity by evaluating compliance, developing corrective action plans, and improving program performance.
Experience must demonstrate the following:
- Knowledge of Minnesota Health Care Programs, including Medical Assistance and MinnesotaCare
- Knowledge of Medicaid regulations, CMS requirements, federal oversight expectations, state statutes, rules, and DHS policies
- Knowledge of program integrity principles, compliance monitoring methodologies, audit processes, quality assurance practices, improper payment prevention strategies, and corrective action frameworks
Preferred Qualifications - Skill in analyzing and interpreting complex information from multiple sources, including audit findings, monitoring results, program performance information, stakeholder feedback, and operational trends, to identify risks and recommend solutions.
- Skill in facilitating collaboration and influencing decision makers across organizational boundaries, including DHS divisions, county and tribal agencies, federal partners, auditors, and other stakeholders.
- Skill in communicating complex information through executive briefings, presentations, written recommendations, policy guidance, and technical assistance materials.
- Ability to apply independent judgment to identify complex program integrity issues, evaluate alternatives, and determine appropriate solutions within broad federal and state requirements.
- Ability to translate complex federal and state requirements into clear operational expectations that can be implemented consistently across county and tribal-administered programs.
- Ability to balance competing priorities, assess risk, and make recommendations that consider operational, fiscal, policy, equity, and stakeholder impacts.
- Ability to lead organizational change, continuous improvement efforts, and implementation of new policies, systems, and operational practices.
- Ability to establish and maintain effective working relationships with internal and external stakeholders to achieve program integrity, compliance, and service delivery objectives
- Skill in supervising, coaching, mentoring, and developing advanced professional staff
- Variety of experiences working with and communicating effectively with others from different backgrounds and cultures.
