As a Program Cost Control Analyst - Level 3 or 4 (Material Cost Management Analyst - Level 3 or 4), you will be pivotal in supporting missions critical to national and global security. This individual will be part of a team of Material Cost Management Analysts developing and deploying specialized knowledge and skills necessary to facilitate material procurement, tracking and reporting. This position will be based in our Dulles VA location.

In this job, you will:

Business cadence and reporting objectives:
  • Provide material management and analysis support of complex programs.
  • Coordinate and support development of material requirements among multiple subsystem Control Account Managers (CAMs) and programs.
  • Develop program integrated Bills of Material, support definition and validation of program material requirements, and support material/production planning to enable the efficient approval of purchase requisitions.
  • Interact with Engineering, Global Supply Chain, MRP, Manufacturing, Operations, and other departments to provide accurate status of material availability requirements for meeting program integration schedules.
  • Develop subject matter expertise in the Material Management aspects of the Earned Value Management System guidelines.
  • Support program Earned Value Management process through development and maintenance of material cost and schedule forecasts from initial planning through execution.
  • Develop baseline cost and schedule plans, including definition of material work packages and planning packages including material categorization and assignment of applicable earned measurement techniques.
  • Support integration of material requirements into program integrated Master Schedules.
  • Provide reporting of program material status and analysis of material variances to plan and other applicable metrics.
  • Implement internal and customer driven budget changes and contract change implementation.
  • Provide process training and support internal and external EVMS surveillance.
  • Support Material Management and Accounting and Government Property Management System processes through development of subject matter expertise, delivery of training, and oversight of material related business and procurement processes to ensure conformance with program contractual requirements.

Business strategy and compliance objectives:
  • Integrate with the program and other functional teams (i.e. supply chain management) to assist in the reconciliation of data facilitating an avenue for recommendations to program management/teams to include corrective actions.
  • Support internal and external audits and reviews requested by programs, customers, and company management, fact-finding and negotiation support.
  • Perform analysis and prepare reports to ensure that contracts are within negotiated and agreed-upon parameters and government cost control guidelines.
  • Apply knowledge of the DCMA data driven Earned Value Management Systems compliance process and current policy.

Cross-functional leadership objectives:
  • Work cross-functionally with other departments (program office, finance, supply chain, etc) to effectively execute critical transaction needs.
  • Facilitate training sessions as needed to support programs on various Earned Value Topics.
  • Review current processes and procedures and provide recommendations for streamlining.

Basic Qualifications:
  • Level 3: Bachelor's degree with 5+ years of relevant professional experience - OR - Master's degree with 3+ years of relevant professional experience.
  • Level 4: Bachelor's degree with 8+ years of relevant professional experience - OR - Master's degree with 6+ years of relevant professional experience.
  • Will consider an additional 4+ years of experience in lieu of degree.
  • Proficiency in Microsoft Excel, data analytics, and forecasting.
  • Strong understanding of material movement or material contracts in a government contracting setting.
  • Experience with MS Office Suite.
  • Experience with Earned Value Management (EVMS).
  • Ability to communicate professionally and effectively with program team, stakeholders, and various customers.
  • Must have the ability to obtain and maintain a U.S. Government Secret security clearance.


Preferred Qualifications:
  • Bachelor's degree in Finance, Economics, Accounting or Business Administration.
  • Defense industry experience.
  • Working knowledge and practical application of Earned Value Management (EVM) and industry standards EIA 748 guidelines.
  • Program Cost Control experience.
  • Experience with FAR/DFAR.
  • Proficiency of the following systems or software: Deltek Cobra or similar project management software, Microsoft Project.
  • Deltek CostPoint or other BW/MRP user experience.
  • DCMA EVMS audit experience
  • Working understanding of support to Integrated Baseline Reviews (IBR) both as a Prime and Subcontractor.
  • Active U.S. Government Secret security clearance.

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
