SALARY: The salary range for this position is $61,749.69 to $100,154.67 for Schedule A, and $61,749.69 to $95,146.95 for Schedule B. For newly hired individuals, the starting salary will normally be at the minimum of the salary range. For current Judiciary employees, salary upon promotion or advancement will be an increase of 5% of base salary, not to exceed the maximum of the range, or the minimum salary of the band/level, whichever is greater.Judiciary employees hired prior to June 3, 2014, are considered Schedule A. Newly hired individuals, and Judiciary employees hired on or after June 3, 2014, are considered Schedule B.

The Essex Vicinage Finance Division is seeking a finance professional to enhance its Finance Division. Under the general direction of the Court Executive 2b (Vicinage Finance Division Manager) and the Court Executive 1b (Vicinage Assistant Finance Division Manager), the selected individual will coordinate report collection activities and review court activities for compliance with laws, court rules, or administrative directives. Suggest improvements in work unit operation; write user processes, or administrative practices. Provide analytical analysis of reports; recommend improvements in operating procedures and work processes; provide structured training to co-workers. The selected individual will also assemble materials and collect data to generate reports; establish and/or maintain record keeping tracking systems and various spreadsheets; assist with writing any user documents for the unit and compose routine correspondence as necessary, perform other related duties, and required on-site duties.

REMOTE WORK: The Judiciary currently offers a hybrid work schedule, and this position may qualify for up to 2 days of remote work outside of Judiciary buildings. To participate in this program, in addition to installing a multifactor authentication app on your phone or tablet, you will be required to have high speed home internet access.

Example of Duties
Duties may include but are not limited to:
  • Act as a liaison and establish positive working relationships with other divisions, vicinages, central office and external stakeholders;
  • Analyze requisitions, vouchers, bank statements or financial transactions;
  • Perform financial and internal control audits;
  • Monitor, screen and process financial Federal Title IV-D transactions and modifications;
  • Collect and maintain case statistics and financial data to generate status reports for various funding sources, including grants and the Federal Title IV-D program;
  • Navigate various legacy and proprietary technology systems to extract needed data;
  • Participate fully in team or work unit meetings and special projects;
  • Prepare and enter accounting entries and calculate salary data;
  • Process transactions, record monies received, reconcile balances and accounts;
  • Provide quality customer service to court users and/or internal customers;
  • Review activities for adherence to applicable procedures, administrative directives and laws/regulations;
  • Review correspondence, reports and forms for completeness, clarity and accuracy;
  • Recommend improvements in operating procedures, programs, standards, work processes, or administrative practices;
  • Verify entered data against source documents;
  • Treat all personnel, clients and the public with dignity and respect.

Regular and predictable physical presence at the worksite is an essential function of this position.

Qualifications
Education: Graduation from an accredited college or university with a bachelor's degree including or supplemented by 21 credit hours in accounting, business administration, economics, public administration and/or finance. Twelve of these credit hours must be in accounting.

Substitution: Applicants who do not possess the required education, but do possess the 21 accounting, business administration, economics, public administration, and/or finance credit hours, including 12 accounting credit hours, may substitute additional paraprofessional and/or professional experience on a year-for-year basis with one year of such experience being equal to 30 semester hour credits.

Supplemental Information
Driver's License: Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle is necessary to perform essential duties of the position.

Authorization to Work: US citizenship is not required. Selected candidate must be authorized to work in the US according to Department of Homeland Security, US Citizenship and Immigration Services regulations.

Residency Law: In accordance with N.J.S.A. 52:14-7 (L. 2011, Chapter 70), the "New Jersey First Act," all persons newly hired by the Judiciary within one year must establish, and then maintain, principal residence in the State of New Jersey. Any person may request an exemption from that requirement from the Employee Residency Review Committee in the Department of Labor & Workforce Development on the basis of either hardship or employer critical need.
